Description
ITSS TASK NUMBER: ID07140022 PBX Maintenance Support 22 May 2014 Description: NOTICE FOR SOURCES SOUGHT. This is NOT a request for quote (RFQ). GSA intends to gather information to support the establishment of a Multiple Award Indefinite Quantity/Indefinite Delivery acquisition program under NAICS 811213-Communications Equipment Repair and Maintenance. This notice is intended to compile a list of Certified HubZone companies interested in receiving a copy of the formal RFQ. Please see attached draft Scope of Work for requirement details. Additionally, the Government is also conducting market research by requesting a capability statement from each interested Certified HubZone business to determine the feasibility of setting this potential requirement aside for Certified HubZone participation only. The Certified HubZone business must have the appropriate SIN. The formal RFQ will be issued via GSA's Information Technology Solutions Shop (ITSS) system under the task number listed above after this notice closes. If interested in receiving a formal RFQ, please respond via email with the requested information to latasha.goines@gsa.gov. PLEASE NOTE: YOUR RESPONSE TO THIS NOTICE DOES NOT CONSTITUTE A QUOTE. NOTE TO CERTIFIED HUBZONE BUSINESSES : The Government is considering setting this requirement aside for small business participation. Certified HubZone businesses interested in submitting a quote on this potential requirement must submit a Capability Statement, in addition to complying with the above paragraph. The Capability Statement should include 1) the interested contractor's name, address, and phone number, DUNS number and Cage Code; 2) Provide detailed narrative that demonstrates like and/or very similar scope of work contained in the attached draft Work Statement, that has taken place in the past 5 years from the date of release of this sources sought; 3) Provide the contract number (if applicable), period of performance, dollar value, and contract description/scope explanation. Also indicate whether examples cited were performed as the prime or subcontractor (or teaming partner). This capability statement shall be no more than one (1) page, single spaced in 11 pt. Times New Roman font). Failure to provide the information as requested by the due date will result in the Government's continuance of the acquisition planning phase, without giving consideration to the capabilities of the contractors who do not respond timely. Responses received as a result of the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a Small Business Administration (SBA) Certified HubZone Small Business under the applicable NAICS code should not submit a response to this notice. Statement of Capability with past experiences must be submitted electronically no later than May 29, 2014. This market research is for informational and planning purposes only. This is not a solicitation for proposals, quotes, or bids. Information received as a result of this Sources Sought will be used solely for market research purposes only. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. No award will result from the Sources Sought at this time. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. SCOPE OF WORK The scope of the requirement includes any existing as well as new labor and equipment that may emerge in the marketplace for providing comprehensive telecommunications over the life of the requirement to all GSA Regions and new customer agencies. The labor and equipment offerings may vary as new technologies become available. Construction, alteration, and repair support services are only in scope as necessary to offer a complete turnkey telecommunications solution provided that it is integral to and necessary for the effort stated in the subtask order. The referenced construction, alternation and repair refers to efforts such as trenching and protective distribution system (PDS) conduit installation. When there is a need for these construction, alteration, repair services, the Contracting Officer must authorize to ensure appropriate contractual process are followed. There shall be no order placed for which construction, alteration, or repair is the principal purpose of the order. The contractor shall be capable of providing spare parts and be responsible maintaining spare parts inventory to meet the requirements of the subtask. The contractor shall be required to provide a Recommended Spare Parts List and associated cost for each system specified on Appendix F This list shall include part description, part number, manufacturer, address, phone number, unit cost, and recommended quantities. The contractor shall be tasked with providing an Equipment Integrated Logistics Plan to cover the issue of providing spare parts. This plan should include a methodology for providing the needed spares and how the contractor intends to avoid long delays in obtaining parts. Each task order and fulfillment of spare parts will be issued based on the client agencies bonafide need exists and will be fixed price fully funded. The contractor shall provide complete or portions of communications networks that span a single building or location to an entire enterprise with several locations separated by large distances. These networks shall carry all types of information formats such as data, voice, and video. The equipment provided shall cover the complete range of communications such as switches and routers for local area networks (LANs), private branch exchanges (PBX ), video teleconferencing equipment, and the computer hardware and software necessary to implement the solution. The contractor shall also coordinate communications services from other communications industry service partners when required, and be capable of integrating legacy equipment into the solution as necessary. Building/Campus Facility solutions include all work incidental to support telecommunications distribution, such as the installation, operation and maintenance of power systems including Uninterruptible Power Systems (U P S); cable and wiring with attendant racks and panels. The contractor shall provide required connectivity between buildings using appropriate cabling and wiring, and related ducting, grounding, and lightning protection systems in accordance with the task order and/or appropriate standards. Site preparation work done by the contractor under this contract shall conform to applicable federal, regional and local codes and shall conform to accepted industry installation and construction practices. All work and code compliance shall be subject to government review and approval prior to the start of work. The contractor shall provide all necessary trade tools and test equipment to perform the site preparation as required by the subtask order. The contractor furnished equipment shall remain under the ownership of the contractor unless otherwise specified in the subtask order such as government furnished equipment. The government will furnish facilities and utilities to the contractor that already are installed at the site, including light, heat, ventilation, and power. The contractor shall provide temporary utilities that are not available in the work area and coordinate any disconnection of utilities. Any costs anticipated to be incurred as a result of temporary utilities is to be included in the contractor's indirect charges and is not to be submitted in a proposal as a direct cost to the Government. Unless otherwise specified in the order, the contractor shall obtain necessary permits and licenses to perform the work specified, including necessary approvals from the building owner or landlord. The cost associated with obtaining permits and site specific licenses may be billed as a direct cost reimbursable charge to the Government. Permit and license costs are to be included in the subtask order proposal firm fixed prices offered and are considered other direct costs, if applicable. If it is not addressed prior to task order award, it is the understanding of the Government that the contractor will absorb these costs as indirect costs. All work done by the contractor under this contract shall comply with all local codes that are applicable to the area served. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). DISCLAIMER AND IMPORTANT NOTES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in this response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses is conducted, a solicitation may be published in Federal Business Opportunities.
