Description
The Birmingham VA Medical Center located at 700 South 19th Street, Birmingham, AL 35233 intends to issue an Invitation for Bid "IFB" for project "Replace Elevators P11 & P12" on or about the week of June 6, 2014, unless additional notice is given or this notice is modified, the full solicitation will be posted on FedBizopps www.fbo.gov. Applicable NAICS: 236220, Size Standard $33.5M. Project magnitude is between $500,000.00 and $1,000,000.00. Period of performance is 365 calendar days after notice to proceed. This solicitation is a 100% set aside for Service disabled Veteran Owned Small Business (SDVOSB). To be considered for an award, offer must be SDVOSB CVE certified and visible in VIP (VAAR8041102), registered in Central Contractors Registration CCCR) database (information on registration requirements can be obtained by the Internet at (http://www.ccr.gov), and submit their complete Annual Representations and Certifications (ORCA) via online at htpp://orca.bpn.gov., at proposal due date/time. A bidder's mailing list will not be maintained, interested bidders should register in interested vendors section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the solicitation package. Do not contract the Contracting Office for General Contractor information or potential bidders. This is a pre-solicitation notice synopsizing an upcoming IFB solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until a IFB is issued. Questions resulting from the solicitation and pre-bid investigation will only be answered if received by Request for Information (RFI) via email. It is the responsibility of the bidder to monitor and download amendments from fedbizopps which may be issued to this solicitation. The design build shall utilize the VA Master Specifications found at www.cfm.va.gov/til/spec.asp. Other codes and standards are current editions of NFPA, OSHA, NSF and IBC. The scope of work for this project includes, but is not limited to: demolition of existing gearless hoist machine and brake assembly, controls system, motor drive units, pushbuttons and signal fixtures at each landing; overhauling the existing gearless hoist machine and brake assembly; installation of a new two-car, group microprocessor controls system with SCR-motor drive units; new car door operators and hoist way door equipment with new car an hall pushbutton stations and signal fixtures compliant with the current Elevator Safety Code, Electric/Fire Safety Code and Architectural Barriers Act requirements; a new, two-ton air to air split system heat pump condenser and fan coil and repair of existing interior finished adjacent to new work and roofing modifications for exterior mechanical work at the penthouse roof area. Work will be phased to accommodate the medical center's requirement to maintain one elevator car in operation at all times. Replacement of the tandem motor controllers, pushbutton and call signal replacement will occur after hours.
