- SMALL BUSINESS SOURCES SOUGHT NOTICE: FLOW CYTOMETER SYSTEM AND ASSOCIATED ACCESSORIES AND SERVICES The Department of Veterans Affairs is conducting sources sought to obtain information regarding: Replacing Flow Cytometer System. NOTE: This is a small business Sources Sought Notice for market research purposes. This is NOT a solicitation for proposals or quotes. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses, HUBZone small businesses, service-disabled, veteran-owned small businesses, 8(a) small businesses, veteran-owned small businesses, woman-owned small businesses, or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition, which is 334510, Analytical Laboratory Instrument Manufacturing, which has an associated Small Business Size Standard of 500 employees. Your response to the information requested will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is possible. A contractor not considered a small business under this applicable NAICS Code should not submit a response to this notice. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents should ensure that their responses are complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform work. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information it submits. After a review of the responses received, a pre-solicitation synopsis and/or solicitation may be published in Federal Business Opportunities. Responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. STATEMENT OF WORK/DESCRIPTION OF WORK GENERAL INTENTION The intention for acquisition of this instrument is to update to the latest technology available. Procure an instrument that allows for the highest resolution possible throughout the dynamic range for the retrieval of small and subpopulation. PURPOSE/OBJECTIVE Procure an instrument that aids in the diagnosis and treatment of leukemias and lymphomas and is capable of analyzing blood, bone marrow, lymph nodes and fluids. This instrument allows for the immunophenotyping of cells which in turn makes possible the diagnosis of various leukemias and lymphomas, and it provides critical, CDC required monitoring for HIV positive patients. CONTRACT REQUIREMENTS Flow Cytometer Analyzers: The flow cytometer analyzers are being procured the laboratory. These instruments aid in the diagnosis and treatment of leukemias and lymphomas and is capable of analyzing blood, bone marrow, lymph nodes and fluids. Capability to produce small linear strainers as needed for Histology use. Contractor shall furnish all labor, materials, parts, equipment, tools, transportation, and supervision to provide, install two Flow Cytometer Systems at the Michael E DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, Texas 77030. The Contractor shall provide all necessary training to the designated VA employees on how to use the installed equipment/products after the installation and setup were complete. All equipment shall be brand new, and all work shall be done in a first-class manner. The contract price shall be firm-fixed, all inclusive not limited to specified products/equipment, installation, setup/configuration, and training on how to use the installed products/equipment. 1.Instrument should be the latest technology available 10 color 3 laser 2.Package should provide a processing and fixing instruments with interchangeable carousels for easy transfer from processing to analyzing. 3.The instruments should have service contracts with phone and onsite service available 4.The equipment should allow for results to be recorded directly into VISTA 5.The instrument should have the highest resolution available in order to detect small and subpopulations. 6.The instrument should be FDA approved PACKAGES INCLUDE "2 Navios flow cytometers (10 color/3 laser) "4 22" widescreen LCD display "Lexmark Color Laser USB printer "Navios Tetra CXP software "Kaluza Software- 5- user bundle "Data Innovations hardware kit only w/1 yr warranty (must choose software option) "Data Innovations Software kit only w/2 licenses & 1 year maintenance & support "PrepPlus II workstation "PrepPlus II Accessory kit "TQ Prep workstation "Navios 3 laser yearly standard business hours service "PrepPlus II workstation yearly standard business hours service "LIS yearly standard business hours service DELIVERY, INSTALLATION AND TRAINING Delivery of all instrumentation can be completed within 60 days upon approval of the final contract by both parties. Two off-site training slots are included in the purchase and must be utilized within one year of instrument setup and installation. OTHER IMPORTANT CONSIDERATIONS Require technology that allows for the allows for the detection of low density antigens without the loss of sensitivity and gives more flexibility in optimizing multi-color combinations while reducing the staining of monocyte populations which can cause erroneous results. CAPABILITY STATEMENT/INFORMATION SOUGHT The Department of Veterans Affairs is requesting interested qualified small businesses to provide a capability statement showing their ability and willingness to complete this requirement electronically to Arlene A. Blade at arlene.blade@va.gov in a commonly used format, such as Microsoft Word or pdf. This capability statement shall include examples of successfully completing similar work, including a description of the similar work and client contact information. The Department of Veterans Affairs will be determining capability based on the ability to perform the tasks and provide the deliverables delineated above. Interested, eligible small businesses shall also include company information to determine eligibility, including their contact information, Dun and Bradstreet (DUNS) number, and size and business type (e.g. 8(a), HUBZone, etc.). Entities have until 2:00 pm ET, Friday, May 30, 2014 to respond to the Department of Veterans Affairs.
