- THIS IS A PRE-SOLICITATION NOTICE. The National Park Service, San Francisco Maritime National Historical Park located in San Francisco, CA intends to issue a Request for Proposal (RFP) to award a single firm fixed-price service contract.. The National Historic Landmark (NHL) C.A. Thayer is an historic double-sawn framed, carvel planked, iron fastened baldheaded three-mast schooner that was constructed in 1895. The vessel underwent substantial restoration between 2004 and 2007 in which the hull frames and planking and the deck frames and planking were largely replaced. The C.A. Thayer is currently in an incomplete condition, lacking various deck structures, operational appurtenances, and the sailing rig in its entirety. The requirements of this contract consist of the following: Naval Architectural and Engineering confirmation that the historic rig design meets appropriate modern sailing and safety standards, the development of a ballasting plan, the design of all new rig elements based upon the government furnished historic rig design and manufacture and installation of all needed spars and ironwork, and general dry dock services. Additionally the contractor will work with the governments subject matter experts on historic rig design to develop a detailed project timeline. Hull Characteristics: Length Overall......219 ft.
