- Description
- DLA Troop Support is issuing a solicitation for Tailored Logistics Support Prime Vendor (TLS PV) support for Metals supplies in the Central Region of the United States. This procurement will be solicited unrestricted. The Central Region includes: Arkansas, Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Missouri, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas and Wisconsin. A single TLS PV Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded for this region. The resultant contract will each have a five-year base/term for each zone. This procurement will entail Customer Direct Deliveries to locations throughout the Central Region. There are existing regular customers in the Central Region at this time. The acquisition is estimated at $12 million per year with a total contract maximum value of $120 million. The scope of this acquisition includes, but is not limited to: aluminum, stainless steel, carbon steel, copper, brass, titanium, nickel and nickel alloys; and other industrial metals in various forms, such as: wire, plate, sheet, strip, bar, angle, extrusions, pipe, tube, valves, fittings, and any other shape required by the ordering activities. The items required under this contract are not fixed to a discrete group of NSNs. Rather, requirements may change and expand or contract due to the needs of our customers. Therefore, the Government reserves the right to add or delete items as deemed necessary by the Contracting Officer Proposals will be evaluated using Lowest Price Technically Acceptable Source Selection procedures with the non-price factors being equally important to price factors. Pricing will be based on firm-fixed Prices with an EPA for a Price Evaluation List of 118 items. Pricing will be submitted for three pricing periods; one, 24-month period and two, 18-month periods. If discussions are conducted, the Government may utilize Reverse Auction procedures. The Government intends to make a single award for the region. Anticipated issue date is 6/23/14 and anticipated closing date is 7/23/14. Offerors are advised that the Trade Agreements Act, Preference for Certain Domestic Commodities/Berry, and Restriction on Acquisition of Carbon, Alloy, and Armor Steel Plate apply to this solicitation. Additionally, there are other procurement restrictions set forth in the solicitation that may apply to certain specific products. Copies of this solicitation will not be available until the solicitation issue date. The solicitation will be posted on DIBBS, https://www.dibbs.bsm.dla.mil/. All responsible sources may submit a proposal(s) which shall be considered by DLA Troop Support.
