- This presolicitation notice is for gates and spare parts (anchorage bars and operating strut arms) for locks and dams 11 and 14, Mississippi River, and Lagrange and Peoria Locks and Dams, Illinois Waterway. The work includes, but is not limited to, fabricating, testing, painting, prestressing, and delivering new lock chamber miter gate assemblies (each miter gate assembly consist of two miter gate leafs), tainter gate assemblies, and spare parts to the Illinois Waterway and Mississippi River Maintenance Facilities (Peoria and Pleasant Valley) and retrieving and disposing of the old miter gates from the original delivery locations at Peoria and Pleasant Valley, as applicable. The solicitation is a request for proposal and is issued as 100% Small Business Set-Aside. NAICS Code 332312 will apply with a size standard of 500 employees. In accordance with FAR 15.101-2 - Lowest price technically acceptable (LPTA) source selection process, award will be made on the basis of the lowest evaluated price of proposal(s) meeting the acceptability standards for non-cost factors. The following factors shall be used to evaluate offers: TECHNICAL, PAST PERFORMANCE & PRICE. An evaluation for acceptability will be performed on each proposal in accordance with FAR 15.101-2(b)(3). The proposal that provides the lowest price and is otherwise technically acceptable in all factors will be selected for award. To be considered technically acceptable, no technical factor in the proposal may be determined to be unacceptable. The failure of a proposal to meet any of the acceptability standards for non-cost factors will result in a technically unacceptable rating and will not be eligible for award. The solicitation will be posted to the FedBizOpps (FBO) website, www.fbo.gov on or about 23 June 2014. It is the offeror's responsibility to monitor the FedBizOpps (FBO) website for amendments to the solicitation. The resultant contract will be a Firm Fixed Price Supply Contract. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the System for Award Management (SAM) Database at www.sam.gov. The solicitation will not be available in paper format. All documents required for the offer submittal, including amendments to the offer submittal, shall be in hard copy or electronic submittal.
