- Description The United States Senate (hereinafter referred to as "the Secretary") Office of Senate Curator issues this Sources Sought Synopsis for information only to locate sources that are capable of providing the services as described herein. The Secretary is currently conducting market research to locate qualified, experienced, and interested potential sources. This is not a request for proposal and in no way obligates the Secretary in an award of a contract. This sources sought synopsis contains the most currently available information. This information is subject to change at any time. The Secretary has a need for a highly skilled conservation contractor to provide on-site assessment, care, and conservation treatment of sculptures displayed in the Senate wing of the Capitol and public spaces in the Senate Office Buildings. Additionally, the contractor shall have, if required, the capability for smaller 3D objects to occasionally be sent for treatment in a conservation studio. Requirements All requirements listed below are mandatory. 1. An experienced conservation business. The principle conservator(s) on the project shall have a minimum of ten years of experience in the field of object conservation, in addition to graduate level training from a reputable objects conservation program. The conservation technician(s) on the project shall have a minimum of three months of experience with this business, and a minimum of two years' experience overall at cultural institutions or private businesses to develop skills handling objects and performing care tasks, in addition to a bachelor's degree in an art or science field related to object conservation. 2. The principle conservator(s) shall have Professional Associate or Fellow status in the American Institute for the Conservation of Historic and Artistic Works [AIC]. 3. Demonstrated compliance with the AIC Code of Ethics and Standards of Practice. 4. Extensive and broad conservation experience specifically with 19 th and 20 th century American sculpture in stone and metal. 5. All assessments and conservation treatments are to be performed by the principal(s), or the appropriately trained technician(s) under their direct supervision. The conservation technician(s) shall perform less invasive and complex tasks, following protocols established by the principal conservator(s). Services The services shall encompass on-going assessment, care, and conservation treatment for sculptures on display in the Senate wing of the Capitol and Senate Office Buildings, as part of the collection of the Senate of the United States (hereinafter referred to as "the Collection"). Activities may include but not be limited to: •a. Assess the condition of individual sculptures in the Collection. Assessments shall identify conservation treatment priorities for the Collection, as well as routine care needed for each sculpture. •b. Record assessments and routine care tasks in a Senate provided laptop, using a format compatible with the Collection electronic database. Collaborate in identifying the terminology and data fields to be utilized. •c. Provide conservation treatment for sculptures, scheduled according to treatment priorities. •d. Perform general on-site care as needed for the Collection as a whole. •e. Document the conservation treatment of individual objects with detailed written reports, analysis of tests performed, and photo-documentation of before, during, and after treatment. •f. On an as needed basis, provide in-studio conservation treatment for smaller sized 3D objects in the Collection. •g. Provide on-going consultation on long-range sculpture collection care planning and conservation treatment needs. Identify sources of condition problems, and develop strategies to prevent future damage. •h. Perform technical analysis, as required, of materials associated with the Collection, to determine finish and structural properties. Instructions To respond to this Notice, the contractor shall provide the following: •1. General information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), DUNS Number, Tax ID Number; •2. A detailed capabilities statement stating your experience in providing the same or similar services described in this SSN and a paragraph numbering identifiable to each of the requirements listed above 1 through 5; •3. A minimum of three past performance references from the last three years that include complete and current information (customer name, project name/contract number, address, point of contact with current phone number and email, dates of project; and •4. Optional information - if applicable to your company, discuss your familiarity with the current professional conservation literature and recent developments in materials and historic American sculpture research. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Sources Sought by submitting an information package in accordance with the instructions provided. Vendors responding to this notice and deemed qualified by the Secretary may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the Secretary anticipates release of a solicitation during the fourth quarter of Fiscal Year 2014. Neither the Secretary nor the Senate will be responsible for any costs for the preparation of responses to this request. INSTRUCTIONS: Responses to this Sources Sought request are due to the POC no later than June 13, 2014 at Noon EDT and shall be submitted electronically via email only to the attention of Nicole A. Barnes at acquisitions2012@saa.senate.gov. The subject line of the email message shall be: "SSN 2014-S-048 Conservation Treatment of Sculptures." No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages. (Only the cover page is excluded from the twenty-five (25) page count). Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the Secretary to information in any files attached to the response is the responsibility of the submitting party. Neither the Secretary nor the Senate is responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SECRETARY OR SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
