- i.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii.VA101V-14-Q-0676 iii.The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-53 iv.The solicitation is set aside for small business concerns only. The applicable NAIC Code for this solicitation is 611710, and the Small Business Size limitation is 14 million. v.The contractor shall provide all materials, labor and transportation to furnish tutoring services for veteran students and service members throughout the state of Oklahoma and three counties in Texas. vi.Description of Requirement The contractor shall provide tutoring services for veteran students and service members at local colleges, technical schools and universities in the state of Oklahoma and three counties in Texas. 1.Performance Period: The tutoring services shall be performed from the date of the contract for approximately one year (12 months) from award 2.Type of Contract: The government contemplates award of a firm fixed-price contract for the work to be performed under this Statement of Work. 3.Holidays: The contractor will not be required to perform any work for the government on any of the following federal holidays: New Year's Day, Martin Luther King Jr's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. 4.McNamara-O'Hara Service Contract Act Wage Determination: This contract incorporates the wages and fringe benefits of the following wage determinations Wage DeterminationOccupation Wage (Including Fringe Benefits) 05-2433, Revision 1315120 Tutor$18.46 Tulsa area 05-2431, Revision 1715120 Tutor $19.55 OKC area 05-2525, Revision 1515120 Tutor$18.04 3 counties in TX The contractor shall pay each employee that performs work under this contract at least the wages and fringe benefits indicated on the Wage Determination and the table above. The Government may require submission of payrolls, conduct labor interviews, or perform other investigations to determine that clients are receiving the wages and fringe benefits required under this contract. 5.Changes To Statement of Work Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. 6.Confidentiality and Non-Disclosure 1.The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the task order. 2.The Contracting Officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the Contracting Officer for response. 3.Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer. 7.Contract Security Requirements The C&A requirements do not apply to this contract. A security accreditation package is not required.
