- The General Services Administration, Region 2, Public Buildings Service, is seeking Repair, Alterations and Limited Architect and Engineering Services for small dollar-value projects, on an indefinite-quantity (as -needed) basis, in Federal Buildings located within the five (5) boroughs of New York City, and in the New York State counties of Nassau, Suffolk, and Westchester. The work will involves repairs and alterations to the buildings and includes, but is not limited to, demolition of building components; installation of carpet, painting, duct work, construction of partitions, doors, and frames; installation of acoustical ceilings; removal and installation of ceiling and floor tiles; removal and installation of various electrical devices and components, installation of copper tubing and check valves for domestic water supply, etc. The contractor will p rovide all labor, material, supervision, equipment, and tools necessary to perform general repairs and alterations (mostly interior) in Federally-owned buildings and Federally-leased space in the locations designated above. This is a multiple-award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts solicitation, and the offeror shall have the ability to perform construction projects ranging in dollar value from $2,000.00 to $150,000.00 ( under the Simplified Acquisition Threshold). Several projects may be required to be performed concurrently and multiple subcontracting may be involved. The offeror may also be required to furnish limited design (architect & engineer) services on selected projects. The offeror will be required to serve as the General Contractor and will therefore be responsible for the work of all trades involved on the projects performed under this contract. The estimated value of work to be performed under these contracts is approximately $1,000,000.00 to $5,000,000.00 per year (total for all contractors). There will be a guaranteed minimum quantity of work the Government agrees to order from each contractor. This procurement will be a partial set aside to Historically Underutilized Business Zones (HUBZone) small business concerns and a partial set aside to Service-Disabled Veteran-Owned small business (SDVOSB) concerns. To be considered a small business, the concern's average annual receipts for the preceding three (3) fiscal years shall not exceed $33.5 million (under NAICS 236220). The Government may make multiple awards and intends to award up to six (6) contracts under this solicitation - to HUBZone small business concerns and/or Service-Disabled Veteran-Owned small business concerns, under these set-asides. Therefore, only concerns within either of these two small business categories will be eligible to bid on this solicitation. This will be a negotiated procurement, using the lowest-price, technically acceptable source selection approach. Individual task orders exceeding $2,000.00 will be competed amongst the contract awardees unless the Government deems otherwise on an individual task order basis. These contracts will be for a one-year base period with four (4) one-year option periods to be exercised at the Government's discretion. It is anticipated that the contracts will commence on or about October 1, 2014. The NAICS code for this procurement is 236220. Firms will be required to furnish acceptable evidence of their HUBZone and/or SDVOSB status and their bonding capability in order to be eligible for a contract award. The solicitation will be posted on FedBizOpps on or about June 18, 2014 with a closing date expected on or about July 24, 2014. There will be no public opening of offers.
