- This solicitation is for a multiple-year Indefinite Delivery Purchase Order (IDPO) for the acquisition of the following: NSN 3040-00-244-0079, (Brake Assembly Manual; Lever, Manual Control Steel) not to exceed 36 months or $150,000, whichever occurs first. In addition, this NSN is being bought in accordance with Part Number 154106 with approved source cage 62502, Goodman Ball, Inc. or Part Number 604-53 with the approved source cage 1HL09, Dover Corp DE-STA-CO Div. This solicitation will be available for download on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP/ on or about 05/23/2014; however, "DIBBS Quotations are not acceptable for this solicitation". Quotes must be submitted on hard copy of the RFQ and either faxed to the attention of Sharon Corum at 614-692-3182, or scanned and emailed (preferred) to Sharon.Corum@dla.mil. NOTE: Though this is an RFQ, the solicitation can only be found by searching the RFP/IFP Database in DIBBS. The proposed contract is 100% set-aside for small business concerns. All responsible sources may submit an offer/quote which shall be considered. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the Government. The total duration (base plus 2 option years) shall not exceed 3 years. Past Performance Information Retrieval System (PPIRS): The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
