- NASA/GRC plans to issue an Invitation for Bids (IFB) for the FY14 Repair Electrical Distribution Systems Phase 2, High Voltage Repairs. This project is the second phase of a multi-year project that will repair existing electrical distribution systems in various locations throughout NASA Glenn Research Centers Lewis Field campus. The work includes repairs of the following high voltage components: 1.Replace existing 2.4 kV switchgear at two substations. 2.Replace existing 34.5 kV oil circuit breakers with new SF6 units 3.Replace obsolete backup 138kV relaying with modern industrial grade micro-processor-based relaying. 4.Replace an existing 34.5-2.4kV, 5MVA, LTC transformer. Work shall also include new transformer controls and interface to an existing digital control system. Specific professional skills required include schedule management, procurement of materials and services, job site safety and environmental management, quality control management and subcontractor coordination. Special requirements to be considered during the performance of work include: 1.Contract documents will require the successful contractor to work on low voltage equipment, application of NFPA 70E, and require the contractor to follow the GRCs Operating Instructions for the Low Voltage Power System. 2.Contract documents will require the successful contractor to work on high voltage equipment including high voltage cable splicing and terminating, application of NFPA 70E and require the contractor to follow the GRCs Operating Instructions for the High Voltage Power System. 3.The successful contractor will be required to supply a detailed site specific health and safety plan for review and approval by the Glenn Safety Branch and the Environmental Management Branch. 4.The HV repairs will require a detailed implementation plan to minimize shutdowns during the relaying, switchgear, breaker and transformer replacement work. The work in Substations A, B, and D could impact large portions of the Lewis Field Campus.The work in Substation K will potentially affect operations of central process systems and large research facilities. The order of magnitude for the procurement is less than $5,000,000 and the effort is to be completed prior to March 30, 2016. This procurement is a woman owned small business set aside procurement (WOSB). The North American Industry Classification System (NAICS) code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $14 million dollars. The anticipated release date of the IFB is on or about June 13, 2014 with an anticipated offer closing date of on or about July 15, 2014. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from a local BLUE PRINTER listed in the IFB. All responsible sources may submit a bid which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for - TBD - DETAILS WILL BE INCLUDED IN IFB (c) Participants will meet at- TBD - DETAILS WILL BE INCLUDED IN IFB (End of Provision) All contractual and technical questions must be submitted in writing.
