Description
Notice of Intent The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with North Carolina State University, Nuclear Energy Services, Department of Nuclear Engineering, Raleigh, NC to provide non-destructive elemental analyses by Neutron Activation Analysis (NAA) Gamma Spectrometry of up to 2727 environmental and biological samples that are needed as part of an ongoing study of the bioavailability of metalloids (e.g., arsenic) and metals (e.g., cadmium) in soil samples. NC State, Department of Nuclear Engineering has previously provided elemental analysis of environmental and biological samples collected in this research which provides a benchmark for analyses performed under this study. Samples have a finite shelf life and need to be processed in the same manner, by the same vendor to ensure quality of data and continuity of service. Having these samples processed by a different vendor would affect the scientific quality of the data and render the re sults of analysis useless. Therefore, EPA believes this is the only vendor capable of satisfying the requirement for these particular samples. The circumstance permitting 'other than full and open competition' at this time is FAR 13.501(a), 'sole source'. The anticipated period of performance is a 12 month base period with one (2) additional 12 month option periods. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ign ored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
