Description
This is a combined synopsis/solicitation for commercial items. The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price purchase order for the delivery of two (2) each Jack Wing (PN 759A or equivalent, NSN 1730-01-469-2304), one (1) each Forward Body Jack (PN 71400A-010 or equivalent, NSN 4920-01-514-8005), and two (2) each Aft Body Jack (PN 71400A-6 or equivalent, NSN 4920-01-514-8006). The C-40 aircraft has a requirement to be lifted for scheduled and/or unscheduled maintenance. The peculiar support equipment jacks used to perform this tasking must be used in conjunction with one another to enable the Fleet to safely perform routing scheduled and/or unscheduled maintenance of lifting of the C-40 Boeing 737 aircraft. The resultant contract and incorporated clauses are those in effect through Federal Acquisition Circular FAC 2005-73. The associated North American Industrial Classification System (NAICS) code for this procurement is 333999 with a small business size standard of 500 employees. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. An award decision will be made on a competitive basis using simplified acquisition procedures to the lowest price, responsible offer. If an alternate/equivalent part number is proposed for this effort, the contractor must provide a brochure or supporting documentation for evaluation by the technical team at the time of quote submission. FOB Destination shall be Whidbey Island, Oak Harbor, WA 98278. Inspection/Acceptance shall be at destination by the Government Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. DFAR Clause 252.211-7003, Item Identification and Valuation, may apply to this procurement. Any end items that have a unit acquisition cost of $5,000 or above shall incorporate this clause. The quotation should include any applicable costs associated with these unique identified tags. Bid MUST be good for 60 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. All shipping costs must be rolled into your unit price. This solicitation requires registration with the System for Award Management (SAM), pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. All contractors must be current and active in SAM by the quote receipt deadline to be considered for award. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Delivery is required within 60 days of award of purchase order. If a company can provide the item, but cannot meet the 60 day delivery requirement, it is encouraged to submit a question/comment to the POC for this posting at christine.sager@navy.mil 3 days prior to quote receipt deadline. Responses must contain: Contractor's name, cage code, address, phone number, point of contact and associated email, business size status, and brief statement identifying capability to meet the requirement. The Government does not possess a drawing package or any technical data for this requirement. This notice serves as the official solicitation. No formal solicitation will be posted.
