Description(s): THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Aushon Biosystems, 43 Manning Road, Floor 1, Billerica, MA, to experiment on samples of Bone Marrow Stromal Cells to evaluate and quantify Human Biomarkers and the protein levels within them using a multiplexing platform, for the NIDCR. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Institute of Dental and Craniofacial Research, The Cell Processing Section (CPS) is an accredited GMP facility for the manufacture of cellular products to support INDs for Clinical Investigators to treat patients at the Clinical Center. The required services to be provided are: - Experimentation on Government provided supernatant from multiple lots of manufactured Bone Marrow Stromal Cells to evaluate and quantify the following Human Biomarkers: o Ang2, FGFb, HGF, VEGF, SDF1, PlGF, PDGFBB, IL-4, IL-6, IL-8, IL-10, Fibrinogen, TGFb1, KGF, LIF, PEDF, Endoglin. - Provide summarized results in an excel file spreadsheet upon completion - Content includes protein levels in the evaluated Human Biomarkers Sole Source Justification: The sole source justification is based on the fact that Aushon Biosystems, is the owner of the proprietary equipment needed to maintain the results of the required testing of Bone Marrow Stromal Cells. The Food and Drug Administration requires the CPS to test each manufactured lot of cells to guarantee consistency and identify markers that can be used as surrogate of quality of the cell population produced. Since then, the CPS has used Aushon services and products to conduct these tests. Currently the CPS supports three (3) ongoing trials as well as developing two (2) more for clinical applications. In order to keep consistent results and continue with the ongoing projects, the same analysis platform must be used to maintain the consistency of the end product. To change the vendor and analysis method would change the results of the tests and render the previous results useless wasting years of research. Aushon Biosystems is the sole provider of the current platform CPS uses and must be maintained as to not jeopardize the research completed so far. The Period of Performance will be one (1) year, June 6th, 2014 to June 5th, 2015. The delivery point is The National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification system (NAICS) Code is 334516, size standard 500 Employees, Analytical Laboratory Instrument Manufacturing. The acquisition is being conducted under FAR part 13, Simplified Acquisition Procedures, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-73 (April 2014). Interested parties may identify their interest and capabilities in response to this synopsis by May 30th, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
