Description
Request for Information SOL-HQ-14-00014 Response, Engineering, and Analytical Contract The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management is issuing this Request for Information (RFI) on behalf of EPA's Environmental Response Team (ERT) which provides support to the Office of Solid Waste and Emergency Response (OSWER), EPA Regional On-Scene Coordinators (OSCs), Remedial Project Managers (RPMs), and other Agency groups through their Response, Engineering, and Analytical Contract. The purpose of this RFI is to obtain additional information from firms with experience supporting environmental response, engineering, and analytical related services in relation to the draft Performance Work Statement (PWS). The Government is seeking feedback from industry to assist acquisition planning and procurement strategy development efforts. Presently the Government is seeking new, innovative, and cost effective approaches to support the performance areas described in the attached draft PWS. The associated NAICS code for the procurement is 541620 Environmental Consulting Services (size standard of $14.0M). This RFI is solely for informational, planning and market research purposes and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ) or an obligation on the part of the Government to acquire services. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract nor do they affect a potential offeror?s ability to respond to any future synopsis/solicitation. The U.S. Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regards to this process. All data gathered shall remain the property of EPA. All cost associated with responding to this RFI will be solely at the responding party?s expense. The information collected in response to this notice, may or may not be used to assist with developing the acquisition strategy. The PWS and all pertinent information including future updates pertaining to this procurement will be available via the FedConnect website. All current and potential contractors are required to use the FedConnect system available at https://www.fedconnect.net/FedConnect/. There is no charge to use FedConnect and it is hosted by Compusearch. Any vendor/contractor questions relating to FedConnect shall be addressed with Compusearch through the contact information provided on the FedConnect web site. QUESTIONS FOR INDUSTRY As part of our market research and acquisition planning efforts, EPA requests firms with expertise and experience related to the requirements outlined in the draft PWS provide feedback pertaining to the following questions: 1.Technical Approach ? Certain task areas of this requirement require year round, around the clock response support capability as well as a maintenance component that requires response equipment and vehicles to remain in a constant state of readiness. Please describe your technical approach to support the continuous support requirements of the PWS. Specifically detail the skill set your firm anticipates, whether or not your firm proposes using a core team to support this requirement. If not, please describe your alternative approach and how you propose to ensure continuous support of core activities. 2.Depth of Personnel Resources - It is anticipated some skill sets will be utilized more routinely than others given the uncertain nature of the response support that may be necessary. Please discuss your staffing plan (to include skill mix) for supporting the core support activities as well as the field support activities. The Government is specifically seeking information related to the approach you firm would use to ensure there are adequate resources in place to support routine activities and you also possess the capability to access supplemental highly specialized personnel (less routinely used skill sets) in support of the PWS. 3.Mobilization and Communication Plan - Describe your firm?s approach to mobilize resources for field responses and the associated timeframes. Also provide a brief discussion related to the communication strategy your firm would use to manage resources, mobilize staff, coordinate with the Government, and disseminate information to stakeholders. 4.Procurement Strategy ? Based on your firm?s experience, what is the ideal contract type(s) (hybrid/traditional) to support this requirement? Based on your firm?s experience, what procurement strategy represents the most effective approach when considering the cost, time, and resources required to manage a contact for these types of services efficiently. Please provide a rationale for your proposed acquisition approach, and highlight any benefits, risks, challenges and/or limitations. 5.Small Business Considerations ? Based on your firms experience and familiarity with performing similar work, which task areas of the PWS represent areas of opportunity for small business firms (subcontracting opportunities or small business set-aside opportunities.) Please provide sufficient details to support your view. 6.Considerations & Limitations - Please discuss any issues the Contracting Officer should consider when developing the solicitation for this requirement (i.e. contract clauses, small business consideration, proposal preparation costs, etc.). Highlight any factors that would make competing for this contract desirable or undesirable for your firm. 7.Please discuss any additional comments or concerns.
