MARKET SURVEY TARDEC Ground Vehicle Power & Mobility May 22, 2014 1.Sources Sought Notice. The Associate Director of Ground Vehicle Power & Mobility (GVPM) located at the United States Army Tank-Automotive Research and Development Command (TARDEC) in Warren, Michigan is conducting a Market Survey to identify sources capable of supporting the integration of powertrain components and subsystems into an Advanced Powertrain Demonstrator (APD) for testing in a Government laboratory test cell. If solicited, the procurement will involve the integration of Government Furnished Equipment (GFE) powertrain components sized for a 66-ton platform in the Combat Vehicle Prototyping (CVP) APD to include a 1500 Hp opposed piston diesel engine, a cross-drive transmission, a 160 kW 600V integrated starter generator (ISG), advanced 24V lithium ion batteries, and advanced cooling system technologies that include a geared fan drive and heat exchanger. The contractor will provide additional subsystems and/or components to ensure a complete functioning APD. This market survey intends to determine industry capability to 1) Gauge industry interest in offering future proposals for this program; 2) Understand the integration capabilities of industry; and 3) Understand industry's interest in assisting GVPM to increase its in-house capabilities in the integration and testing of future vehicle powertrains. The market survey should identify both small and large business contractors who possess the required technical expertise, corporate experience, and staffing capabilities. The projected initial period of performance of the APD will be five years demonstrating performance and function at TRL 6, with an optional period of an additional three years for vehicle level demonstration. 2.Description of Intent. 2.1.This market survey seeks to determine existing industry capability to provide combat vehicle powertrain integration and assembly. The APD will be assembled and tested at a TARDEC GVPM test cell. The Government is primarily focused on seeking suitable industry partner(s) to meet the APD integration requirements for the CVP program. The contractor will be required to assist in the integration of Government Furnished Equipment (GFE) powertrain components as described in this document into a TARDEC GVPM Test Cell. The GFE powertrain components will be developed under other contracting efforts. The contractor will assist the government in developing the overall integration strategy and test plan for these GFE components. The contractor will lead the assembly of the CVP APD with active participation of government engineers and technicians. In addition to integration assistance, the contractor will also assist the government by providing/supporting system engineering efforts, project test plan development, software development, project management, control strategy development, engineering analysis, and trade studies to identify other appropriate powertrain components and sub systems. The contractor may also be required to provide tools for conducting engineering analysis, trade studies, and architecture and controls development. The contractor will deliver all tools used or developed in this project to TARDEC GVPM. The contractor will also provide the proper training to GVPM personnel involved in this project to use the tools required for powertrain integration. 2.2.If interested, furnish your detailed response and technical information questionnaire. Additionally, provide any supplemental information or commercial literature describing the combat vehicle powertrain integration capabilities, past military program experience or other information not specifically requested that you feel would be informative. The Government does NOT wish to obtain any proprietary or otherwise protected documents as a result of this market survey. The Government may return such data or documents submitted that have proprietary or protected markings. 2.3.All portions of this market survey are merely for market research purposes, subject to change at any time, are in no way binding on the Government and do not represent an established requirement. Any enclosures are furnished for information purposes only with the understanding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data set forth in these enclosures. Nothing contained in this survey should be regarded as a basis upon which to seek payment, reimbursement or other consideration from the Government. Moreover, this document is NOT intended as a solicitation of any proposal. 3.General Information. The Government's explicit intent, in this request for information, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. 1905. The Government's constraint does not in any way relieve contractor's from their responsibility to properly mark proprietary data when it is provided, in accordance with DFARS 252.227-7013. Nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data. 4.CVP Advanced Powertrain Demonstrator description summary. The CVP APD will be a Technology Readiness Level (TRL) 6 demonstration of leap-ahead mobility technologies. CVP APD consists of the following technologies: 4.1.1500 hp Opposed Piston, Diesel Engine 4.2.Cross-Drive Transmission 4.3.160kW 600V Integrated Starter Generator 4.4.24V Advanced Modular Li/Ion Batteries 4.5.Advanced Thermal Management System 5.TRL 6 Demonstration. The contractor will be required to participate in developing a comprehensive test plan to demonstrate Technical Readiness Level 6. TRL 6 is defined as a representative model or prototype system tested in a relevant environment. Examples include testing a prototype in a high-fidelity laboratory environment or in simulated operational environment such as a test cell. 6.Request for Information. Offerors should ensure that any material/data that is provided is marked appropriately to ensure proper handling of all information. Unless otherwise noted herein, anything submitted in response to this market survey will not be returned to the sender. Respondents will not be notified of the results of the survey or results of information submitted, and telephone or email inquiries will not be honored. NOTE: The Government is not asking you to develop or provide drawings or develop any technical data in response to this market survey. 6.1.Number each response with the appropriate question number. 6.2.You do not have to repeat the question in your response. 6.3.If you cannot answer a question, please indicate quote mark No Response. quote mark 6.4. Please discuss your company's expertise in all of the following areas: a.Experience in powertrain components, include design, development, testing, integration, and maintenance; b.Experience with heavy duty diesel engines; c.Experience with developing and implementing powertrain control strategies; d.Experience with integration of powertrain components described in this Market Survey. e.Describe your engineering analysis tools, trade study tools, test plan development tools, software development tools, and project management tools. Describe your approach to applying these tools to military powertrain integration. f.Describe your approach to working with the Government to achieve the project goals. Describe approach to training Government personnel on use of your engineering tools. 9.3.Describe your organization's experience in terms that directly apply to the APD integration effort regarding the following: a.Technical/professional resources; b.Skilled manpower resources; c.Any plans for the use of subcontractors/teaming arrangements/other sources necessary to perform the integration work identified; d.The personnel on this proposed effort will likely be required to qualify for Government Common Access Cards (CAC) and must routinely handle Government For Official Use Only information. There is no anticipation that these authorizations would be provided to non-US citizens. If you plan on using non-US citizens to perform contract labor, explain what functions you would anticipate they would perform and how you would handle issues relating to Information Assurance, Security and ITAR.
