Notice Type: Presolicitation Synopsis: Service Plan for the AB SCIEX API 3200 LC/MS/MS Serial No. AA11910610 The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Risk Management Research Laboratory, Indoor Environments Management Branch (IEMB), located in RTP, North Carolina has a requirement for a service plan to maintain the AB Sciex API 3200 LC/MS/MS. The Indoor Environments Management Branch (IEMB) of the EPA?s National Risk Management Research Laboratory (NRMRL) research focuses on improving techniques to measure and model emissions of chemical contaminants present in a variety of materials and products which may affect indoor air quality, human health and global climate change. IEMB is currently engaged in a project to evaluate the chemical composition and safe use of Spray Polyurethane Foam Insulation (SPFI) products. The project seeks to develop methods and data to characterize SPFI emissions following application to assist EPA and other stakeholders in developing and improving risk management strategies and for providing sound guidance regarding re-occupancy of buildings following application of SPFI. Some SPFI compounds are known sensory irritants and sensitizers, e.g., isocyanate exposure is considered to be the leading known cause of workplace-related asthma. A variety of analytical instrumentation is used to detect and measure the chemicals of interest associated with the production and application of SPFI products. One such instrument is the AB SCIEX, API 3200 LC/MS/MS which is configured to qualify and quantify isocyanate compounds used in the foam production. The API 3200 detector is an integral component of an existing Agilent High Performance Liquid Chromatograph (HPLC) system. The API 3200 LC/MS/MS has a critical role in the research project and failure of the instrument, leading to down-time of analysis, would jeopardize the research project?s milestones and deliverables and would create financial burdens due to lost time and unplanned repair costs. The service plan shall meet the following minimum specifications: ?Service plan placed in affect to prevent a gap in coverage ?Inclusive of all parts, labor and travel expenses ?Service and repairs performed by trained and certified service engineers with specific experience on the AB SCIEX API 3200 LC/MS/MS ?Maintain the AB SCIEX API 3200 LC/MS/MS at or above the performance and operating specifications set forth by the manufacturer ?Minimum of two (2) site visits to conduct planned maintenance and verify the API 3200 performance operating standards are met ?Technical support available via phone and e-mail regarding instrument operation or application to meet Eastern time work hours ?Phone or email response within 2 hours of service request ?On-site response for unscheduled service or repairs within 2 business days from the service call (if on-site service is required) ?Unlimited repair visits ?Unlimited replacement parts certified to the manufacturer?s specification inclusive of components such as vacuum pumps and detectors ?Service or repairs to be performed during normal operating hours Monday through Friday with exception of observed holidays This service plan is considered a commercial item as defined by FAR Part 12. It is our intent to award a single fixed price purchase order to one vendor. The purchase order will be for one 12 month base period and four additional optional periods of 12 months each.This requirement is anticipated to be a total small business set aside. The NAICS code is 811219, the size standard is $19.0 million. It is anticipated that the request for quotation will be posted on or about June 5, 2014 through the following website: www.fedconnect.net.
