- Description
- Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with Old Dominion University Research Foundation (ODU) for Methodology for the Spatial Extrapolation of Truck Weight Travel Data. The purpose of this research project is the development of a sound mathematical method to estimate truck weight travel data on roadways for which such data are not available. To accomplish this objective, an experienced researcher with firsthand experience is needed to continue and assure all tasks are successfully received. Work under this purchase order requires specialized expertise in the synergistic traffic counting technique as well as a complexity of work to synergistic traffic counting that can be applied to the utilization of vehicle volume, classification and weigh-in-motion traffic data. ODU is the only source that can complete the proposed project since it pioneered a specialized analysis tool at an advantageous cost, has expertise in the areas of transportation data analysis using vehicle volume, classification and weigh-in-motion data in the Federal Highway Administration's Traffic Monitoring Guide data formats. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by 1 p.m. Eastern time on June 6, 2014. All questions concerning this matter should be addressed directly to Orlando Whitaker at orlando.whitaker@dot.gov.
