Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for a Helicopter Tow Cart. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The NAICS code is 336413 and the small business size standard is 1,000 employees. This requirement is designated as a total small business set-aside. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the System for Award Management database. Scope/Deliverables. No attachments. UH-72 Helicopter Tow Cart will need to meet or exceed the following requirements: a.Be able to lift 9500 lbs and attach to the aircraft skid tubes by the existing ground handling lug/attachment points. b.Be self propelled and have enough battery capacity to be able to transport all four UH-72s to helipads over 300 ft away without recharging and recover them at the end of the mission day after recharging via a quick recharge system. It also needs provisions for towing if the batteries fail or are discharged. c.A wide three point wheelbase designed to accommodate the UH-72 (EC-145/BK117C2) landing gear system, to provide a stable platform for moving the aircraft up and down an incline with wheels that are large enough to keep the aircraft from getting hung up in the hangar door tracks. One pneumatic 16 quote mark x 6 quote mark +/- 1 quote mark drive wheel on the front of the cart and four 16 quote mark x 6 quote mark +/- 2 quote mark full rubber wheels on the back of the cart to support the majority of the aircraft weight. d.An automatic safety brake that locks if oil pressure is lost during movement. e.Built according to a unique quote mark C quote mark frame arrangement designed to kneel down and crawl under the helicopter with minimal height and length in order to clear helicopter belly accessories to include antennas, FLIR type camera systems, cargo hook, and illumination system equipment. f.Main frame tied together with a cross shaft clearing ground at 3 quote mark (7.5cm) +/-1 quote mark to form optimal compatibility to helicopter fixtures. g.Able to be lifted to a high position, up to 6.75 quote mark (17cm) +/- 1 quote mark to roll easily over uneven terrain and obstacles. h.A hand grip control system that allows the person moving the aircraft to be able to move about the front of the aircraft to view clearances. i.An attachment method designed for connection to each helicopter's own wheel pins and padded forward support arms that prevent damage and premature wear of the aircraft landing system. j.It should have an illumination system and the ability to be used as an auxiliary power unit (APU) to start the UH-72 on the flight line, if necessary. The Customer currently utilizes he Heli-Carrier model V1030, built by Helitowcart (Vanair Inc.) which meets all of the requirements above. Evaluation Criteria. The evaluation criteria for this requirement will be lowest price technically acceptable. The Contracting Officer reserves the right to award to other than the low bidder based on the following items in the respective order: Technical acceptability compared to price resulting in the best overall value for the Government.
