DESCRIPTION: Compact Antenna Test Rang (CATR) Replacement and one year ancillary maintenance and calibration services: Replacement of existing CATR components (software, hardware, and cabling) in the Multi-Mission Data Link Systems (MMDLS) Model 5706 system located in the Integrated Communications and Information Systems (ICIS) Division (AIR 4.5.10) of the Naval Air Warfare Center, Aircraft Division (NAWCAD), St. Inigoes, Maryland, IAW the attached Statement of Work (SOW). **NOTE** This Line item is the parent line item for line items 0002 and 0003 below. A price shall be provided for line item 0002 and 0003 only., 1, LOT; LI 002: BASE: DESCRIPTION: CATR Component Replacement: CATR component replacement (software, hardware, and cabling) for the MMDLS Model 5706 system located in the ICIS Division (AIR 4.5.10) of the NAWCAD, St. Inigoes, Maryland, IAW the attached SOW. This line item includes the hardware replacement, preinstallation testing, installation of the new components, and contractor provided training of three (3) NAWCAD personnel to be conducted at the CATR System site. The Period of Performance listed here is tentative and will be updated in accordance with the contract, prior to Award. The new Antenna Analyzer System and components shall be delivered, installed and tested no later than eight (8) months after contract award., 1, LOT; LI 003: BASE: DESCRIPTION: Maintenance and Calibration Services: Maintenance and Calibration Services: One year maintenance and calibration services on the replacement system to include all repairs, calibration and maintenance by the contractor beginning on the date of Government acceptance of the replacement system IAW the attached Statement of Work (SOW) Paragraph 3.2. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAWC-AD Lakehurst intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a quote on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The offeror certifies that they have read, understand, agree with and take no exception to the terms and conditions contained Buy Attachment No. 015. Instructions to offerors can be found at FAR 52.212-1 and its corresponding Addenda in Buy Attachment No. 015. The Government intends to evaluate each proposal and award a contract without discussions to the responsible Offeror whose offer, conforming to the solicitation, provides the lowest price to the Government. Therefore, Offerors are cautioned that their initial offer should contain the Offeror's best terms from a technical and price standpoint. However, in accordance with FAR 52.212-1, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the Government. All proposals will be evaluated for compliance with the terms, conditions and requirements set forth in the solicitation. Failure to address each of the evaluation areas identified in the solicitation will impact the resulting evaluation rating. For additional evaluation criteria and rating definitions see Buy Attachment No. 015. The Period of Performance dates listed for each line item are TENTATIVE. Actual Period of Performance dates will be listed on the final contract. The new Antenna Analyzer System and components shall be delivered, installed and tested no later than eight (8) months after contract award. Furthermore, the replacement and installation process shall not interrupt CATR operations for more than sixty (60) days beginning when the existing system equipment removal is completed by the Government and ending when the new system is determined acceptable by the Government. Each Option line item included in this buy for Calibration and Maintenance Service shall has a period of performance of one year. The first Option Period (if exercised) is anticiapted to begin approximately twenty (20) months after contract award. Site Survey: The Government is offering interested vendors the opportunity to view the Compact Antenna Test Range site prior to submitting a proposal. Interested vendors are to complete and submit the attached "Visitor Access Form" (Buy Attachment No.014) no later than one week after the opening of this FedBid reverse auction in order to be considered for this site survey. Completed forms shall be emailed to Angelo Imperiale at angelo.imperiale@navy.mil and Christine Yezzo at christine.yezzo@navy.mil. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 120 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. All questions pertaining to this procurement are requested to be submitted within two weeks of bid posting. The CLIN structure listed in the attached solicitation document (Buy Attachmnet No. 015) reflects how the contract will be structured at time of award. It does not numerically match the line item structure in the FedBid reverse auction, however, there is a direct correlation for each line item listed on FedBid to the solicitation document.
