Duplicate questions have been omitted. Questions are in black, answers are in red. 1.Is this a follow-on requirement? Yes, this is a follow on requirement. 2.What architectural firms have held an A/E IDIQ contract in the past? AEI Affiliated Engineers (formerly Ross Infrastructure) 9 Schilling Road, Suite 202 Hunt Valley, MD 21031 Mueller Associates, Inc. 1401 South Edgewood Street Baltimore, MD 21227 Syska Hennesey Group, Inc. 1515 Broadway New York, NY 10036 3.Are there any architectural and consultant incumbent firms that will be kept? No, the Gallery intends to award new IDIQ contracts to the most highly qualified firms. 4.Does the Gallery plan to advertise for an E-Prime IDIQ separately from this solicitation? No, the Gallery does not plan to advertise an E-prime IDIQ. 5.Can engineering firms submit for one of these IDIQ's as the prime? Firms submitting proposals must provide services consistent with the requirements of NAICS code 541310 Architectural Services. 6.The solicitation specifies that the SF 330 is used to present qualifications. You also specify that margins should not be smaller than 1-inch. The GSA SF 330 form is formatted with 1/2 inch margins. Are you requesting that firms reformat the GSA form for this submission? Firms do not need to reformat the SF 330 from ½ inch margins to 1 inch margins. The 1-inch margin requirement pertains to any supplementary materials submitted. 7.Will double-sided pages be acceptable in an effort to be conscious of resources? Yes, double sided pages are acceptable and encouraged. The page limit is 125 pages (a page is one side of a sheet). 8.Would acceptable supplemental items to the SF-330 include such things as work product and Powerpoint presentation slides? Yes, supplemental items to the SF-330 can include work product and Powerpoint slides. 9.Is there a specific certification/qualification that the National Gallery is looking for with respect to the licensing requirement for the cost estimator, e.g. P.E., licensed/ registered architect, CCP (certified cost professional), CCE (certified cost engineer), or CEP (certified estimating professional)? No, there is not a specific certification or qualification required for the cost estimator. 10.Is the RCDD (Registered Communications Distribution Designer) certification an acceptable qualification for the role of "communications and related systems engineer"? Or do the people filling this role need to be Professional Engineers (i.e. licensed as PEs)? Yes, an RCDD will satisfy the requirement. 11.Is an individual with an RCCD license acceptable to meet the requirements for a Communications and Related Systems Engineer? Yes, an RCCD will satisfy this requirement. 12.Is an individual with a CxA license acceptable to meet the requirements for a Building Commissioning Expert? Yes, a CxA license will satisfy the requirement. 13.In an individual with a PLS license acceptable to meet the requirements for a Lands Surveyor? Yes, a Professional Land Surveyor (PLS) will satisfy this requirement. 14.Is an individual with a CIH license acceptable to meet the requirements for an Industrial Hygienist? Yes, a Certified Industrial Hygienist (CIH) will satisfy this requirement. 15.As referenced in Section D, should all projects listed under SF 330 Section F have been started or completed within the past 5 years? Yes, all past performance references must have been started or completed within the past five years, measured from the date of this solicitation. 16.Will rates or fees be required for this submission? Rates and fees will not be required for this submission. 17.Please confirm the locations where work will be performed under this contract. Work will be performed at: a.The Contractor's facility b.The National Gallery of Art 6th Street and Constitution Avenue Washington, DC 20565 c.National Gallery of Art Administrative Offices 601S Pennsylvania Avenue, 3rd Floor Washington, DC 20004 d.National Gallery of Art Warehouse 2000B South Club Drive Landover, MD 20785 18.Will master planning be limited to interior architecture, or will any exterior/base building services be required in the scope of this project? Master planning services will be infrequently required. It is unlikely that the scope will require exterior/base building services. If such services are required, they will be specified in the task order's scope. 19.In Section 3C, the solicitation requests that a Project Management Plan be submitted in addition to the SF330. Is there a particular form or format that you expect for the Project Management Plan? There is not a form or format for the Project Management Plan. 20.Can our firm submit as both a prime contractor and as a sub-consultant on other teams? The combined synopsis/solicitation was silent on this matter. However, because task orders may be awarded competitively between multiple contract awardees, a firm may not submit as both a prime contractor and subcontractor. 21.Are there any exhibit designers that NGA already works with? No, the Gallery does not work with any exhibit design contractors. 22.Are we allowed to reference our previous project experience with NGA in Part F. Projects and Part. E. Resumes? Yes, you are allowed to reference previous experience at the Gallery.
