Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors. This acquisition will result in the award of a Firm-Fixed Price (FFP) contract for One New 80 Ton Rubber Tired Gantry (RTG) Crane for Defense Logistics Agency, Distribution Albany, Georgia. The best value source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15. This acquisition is solicited on an unrestricted basis. The solicitation will solicit offers from contractors for the purpose of providing an 80 ton rubber tired gantry crane (RTG). For the purposes of this contract, a ton shall be taken as 2,000 pounds, making the rated lifting capacity of the RTG equal to 160,000 pounds. This contract shall also include a Contract Line Item Number (CLIN) for a spreader beam with four sliding attachment points and a CLIN for certified test weights and rigging gear. The capacity shall be taken at the bottom of the provided spreader lifting beam. The RTG shall be designed, fabricated, component tested, delivered, assembled, tested and made ready for use at Defense Logistics Agency (DLA) Distribution Albany, GA. The crane shall be built to the design drawings of a registered Professional Engineer (PE). The crane s capacity, span, and hook lift shall be as follows: 80 Ton RTG: English Minimum Lift Height (to lowest attachment point on the Spreader): 28 -0" Center to Center Width: 44 -2" Maximum Width below Cab: 61" Minimum inside Clear Width: 40 -0" Transversing Load Blocks per End: 1 Spreader Length (max width of attachment points center to center): 41 -7.4 The RTG shall be driven by all wheels and steer with all wheels having the ability to steer or to crab. Award will be made to the responsible offeror, whose proposal, conforming to the solicitation, is considered to be the most advantageous to the government, as a result of a best value evaluation. The government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The period of performance is for 365 days from the date of contract award. The solicitation will require the evaluation of price and the following non-cost/price factors and subfactors: Factor 1 Technical Approach Factor 2 Management and Organization Factor 3 Safety Factor 4 Small Business Utilization Subfactor 4.A. Past Performance in Utilization of Small Business Concerns Subfactor 4.B. Small Business Participation Factor 5 Past Performance on Recent, Relevant Projects The North American Industry Classification Code (NAICS) for this procurement is 333923 and the corresponding small business size standard is 500 employees. Information concerning registration in the Central Contractor Registration (CCR) may be obtained by visiting the website http://www.sam.gov /. Be advised that failure to register in the CCR makes an offeror ineligible for award of a DoD contract. This solicitation will be issued as N62470-14-R-5025. The estimated date that the solicitation will be available is 10 June 2014 and the estimated due date for proposals is 10 July 2014. This solicitation will be available in electronic format only. Contractors are strongly encouraged to register for the solicitation when downloading from the NAVY ELECTRONIC COMMERCE ONLINE (NECO): https://www.neco.navy.mil/. It is the contractor s responsibility to check the internet site listed above daily for any posted changes to the solicitation plans and specifications.
