CAMMO Feedback Matrix RFI #4 Govt Response_ver 1_0 - Excel version CAMMO Feedback Matrix RFI #4 Govt Response_ver 1_0 - PDF version Request for Information (RFI) #3 22 Apr 14 Request for Information (RFI) #3 - Government Responses to CAMMO Feedback Matrix RFI#3 Submissions The Government appreciates the feedback received from industry on documents posted for CAMMO RFI#3 and has reviewed all submissions. The Government has posted its responses to comments submitted on the CAMMO Feedback Matrix RFI#3. For any prior submissions marked as "Proprietary", the Government will not post the submissions, responses, nor provide any direct responses back on those submissions. In addition, no further proprietary responses will be accepted or considered. However, all non-proprietary questions received and Government responses will be posted for the benefit of all potential Offerors. The Government has revised many documents, and encourages interested industry partners to review RFI#4 documents posted to FBO. 4 Feb 14 Request for Information (RFI) #3 Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO) FA8823-13-R-0009 I. Description: The Government is in the process of consolidating a number of requirements from three existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations and Maintenance (NSOM) and Engineering, Development and Sustainment (EDS). The purpose of the effort is to maintain the requirement for operational performance for the Air Force Satellite Control Network (AFSCN) through a consolidated service of operations, operations and remote site support, organizational and depot maintenance, sustainment, sustainment modifications, and Factory Compatibility Testing (FCT), resulting in reduced Operation and Maintenance (O&M) costs. II. Purpose: As part of market research for the CAMMO acquisition strategy, the government is providing the following documents for industry review: 1) Draft Performance Work Statement (PWS) 2) Bidder's Library and Bidder's Library Index 3) Notional CLIN Structure 4) Notional Incentive Plan 5) Feedback Matrix Feedback Matrix: The government is providing a Feedback Matrix to be used as a vehicle for industry to respond to specific government requests for input and for independent comments from industry. CAMMO Bidder's Library: The CAMMO Bidder's Library is being posted as a secure package on FedBizOps and requires the completion and approval of a CAMMO Bidder's Library Access and Non-Disclosure Agreement in order to view those files. The government anticipates providing the following documents in a future posting: 1) Contract Deliverables (CDRLs) 2) Department of Defense Security Classification Specification (DD254) 3) Section H - Special Clauses 4) Section L - Instruction to Offerors 5) Section M - Evaluation Factors for Award 6) Work Breakdown Structure (WBS) III. Submission Instructions: Submit the completed Feedback Matrix as an MS Excel formatted document by email, Attention: Sarah Vollbracht, Contract Specialist at sarah.vollbracht@us.af.mil. Submit the completed CAMMO Bidder's Library Access and Non-Disclosure Agreement, Attention: Christina Ming, Contract Officer, at christina.ming.2@us.af.mil. IV. The updated or added files will be added to a sub directory folder named with the revision date and will include a corresponding Bidder's Library index. The index will list only the documents that have been updated or added; no consolidated index will be included in this folder. However, the revision folders will follow a similar file structure to the current directory structure. For those who have already downloaded a complete version of the Bidder's Library, you should only use the "Download Without Validation" function of the Cloning Work Bench.(See the User's Guide Bidders Library Cloning Workbench for complete instructions). 24 Feb 14 CAMMO Bidder's Library Notification The CAMMO Bidder's Library has been established as a web-based bidder's library. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested except as an allowable cost under an existing contract, if so identified and in accordance with FAR 31.205-18, Bid and Proposal Costs.
