- Clauses SF 1149 This is a combined synopsis/solicitation for construction services to replace the existing motor starter disconnect combination switches with new disconnects for six exhaust fans located on the HSG Building rooftop for the USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), National Plant Germplasm Quarantine Center (NPGQC) in Beltsville, MD. The estimated magnitude of this project is between $25,000 and $100,000. The NAICS code is 333413, with a small business size standard of 500. This procurement is set aside for small businesses only. Other than Small Businesses will not be considered. Potential bidders must be SAM- System for Award Management (formerly CCR, ORCA) registered. A site visit is scheduled for Monday, June 9th @ 10:00 am EST It is the responsibility of interested parties to monitor this site for the solicitation and amendments, if any. All questions must be received in writing to Margaux Nenichka, Margaux.G.Nenichka@aphis.usda.gov by noon, Friday, June 13th. Questions via phone will not be addressed. Proposal Packages must be on company letterhead with an itemized list of services attached to the SF 1449. APHIS will be using the Simplified Acquisition Procedures FAR Part 13 Evaluation: 13.106-2 (b)(4)(i) Evaluation of quotations or offers. (b) Evaluation procedures. (4) For acquisitions conducted using a method that permits electronic response to the solicitation, the contracting officer may- (i) After preliminary consideration of all quotations or offers, identify from all quotations or offers received one that is suitable to the user, such as the lowest priced brand name product, and quickly screen all lower priced quotations or offers based on readily discernible value indicators, such as past performance, warranty conditions, and maintenance availability; The U.S. DEPARTMENT OF AGRICULTURE IS A TAX EXEMPT AGENCY. (EXEMPT FROM STATE AND FEDERAL TAX)
