- Notice of Intent to Single Source- Airport Surface Detection Equipment “ Model X Technology Refreshment (ASDE-X TR) In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11 Public Announcements, the purpose of this announcement is to inform industry of the FAA ™s decision to award a single source contract for the continued Technology Refreshment of the ASDE-X systems. This award will extend the ASDE-X technology refresh period through December 31, 2018 and will be a single source contract extension pursuant to AMS §3.2.2.4 Single Source Selection. The current ASDE-X contract which includes the Technology Refreshment of the legacy ASDE-X systems installed at approved airports on Saab Sensis contract DTFA01-01-C-00011 is set to expire on December 31, 2014. ASDE-X is a surface surveillance system that provides air traffic controllers with a visual representation of the traffic situation on the airport movement area and arrival corridors. It improves the controller ™s ability to maintain awareness of the operational environment and to anticipate conflicts. ASDE-X Safety Logic (AXSL) uses surveillance information from ASDE-X to determine if the current and projected positions and movement characteristics of tracked aircraft and vehicles present a potential collision situation. Visual and audible alerts are provided to air traffic controllers when safety logic predicts a potential collision. There are a total of 38 ASDE-X Systems of which 35 are operational and 3 are support systems. The installation of the 35 operational systems was initiated in 2002 and completed in 2011. Technology refreshment efforts were effectuated on contract during fiscal year 2013 and the objective is to ensure that the current level of service provided by the ASDE-X System will continue through the remainder of the system life cycle (2030). To ensure continued service, the following technology refresh projects were identified: Obsolescence / Spare Parts Procurement “ This project provides for the procurement of hardware, the required regression testing and technical and training documentation changes in support of the replacement of system components that are required to ensure the continued supportability of the ASDE-X systems. ASDE-X Processor Replacement - The ASDE-X processors, including the Multi-sensor Data Processor (MSDP), Target Processor (TP), Display Processor (DP), Data Distribution Processor (DDP) and Maintenance Display Terminal (MDT) processors are obsolete and depot inventory is running low. The ASDE-X Tech Refresh Program will replace the majority of all ASDE-X processors. Universal Access Transceiver Receiver (UATR) Upgrade - This project addresses the upgrade of all existing ASDE-X Remote Units (RU) to address shortfalls in the existing UATR design and supports the projected increase of Automatic Dependent Surveillance-Broadcast (ADS-B) message traffic over the ASDE-X life cycle. Future potential enhancements: Remote Units Communications Upgrade - This project provides for upgrading the current ASDE-X system bandwidth to meet the demands of increasing ADS-B traffic. Remote Units Global Positioning Satellite (GPS) Receiver Upgrade “ This project allows for the conversion of the ASDE-X RUs to use GPS time synchronization. To incorporate this improvement into the ASDE-X System requires the addition of a GPS receiver and antenna to all ASDE-X RUs. The incumbent, Saab Sensis, developed and owns the proprietary rights to the ASDE-X software. Saab Senis has the necessary experience with the integration of the ASDE-X system with other National Airspace Systems (NAS). Further, Saab Sensis has the necessary experience with the installation of ASDE-X hardware and have provided and continues to provide sustainment engineering for all ASDE-X systems at FAA approved airports. Since the technology refreshment is required to be implemented on the operational ASDE-X systems, ramp-up time for personnel not experienced in these activities will not be available. Qualified and experienced staff is required to ensure that the ASDE-X system technology refreshment is implemented without disruption. This intended contract extension is needed to prevent delay in the implementation of the technology refreshment projects that would result in the event of a lapse in the current contract. As a result of the information provided above, the FAA has determined, in accordance with FAAAMS 3.2.2.4.1.2, it is in the best interest of the government to contract with Saab Sensis. Saab Sensis is the only company which has the proprietary rights and the experience to deliver this technology refreshment to achieve full implementation by 2018.
