Description

The Department of Veterans Affairs, VA Caribbean Healthcare System, San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 12) Large Business Sole Source contract with TOSOH BIOSCIENCE INC., 6000 SHORELINE COURTS, STE 101, SOUTH SAN FRANCISCO CA, 94080-1913 in accordance with FAR 6.302-1 Only one Responsible Source and no other supplies or services will satisfy agency requirements. The Government anticipates that the program requirement will be fulfilled via a Firm Fixed Price contract in accordance with Federal Acquisition Regulation (FAR) Part 16.202. The VA Caribbean Healthcare System (VACHS) is requesting a cost per reportable test contract for a Hemoglobin Alc Analyzer. This instrument must use High Performance Liquid Chromatography (HPLC) technology for the measurement of hemoglobin Alc in whole blood specimens. The instrument must have the capacity to load more than 275 patients in one time. It includes all necessary reagents, papers, printers, columns, filters, calibrators and controls to perform analysis. We are requiring an instrument that provides fast results. Analysis time or throughput is 1.6 seconds or less. This instrument provides a direct determination of stable Hemoglobin Alc with less than 2% Coefficient of Variation. The instrument must be NGSP certified and IFCC certified. We are requesting a high volume sample loader (>250 samples) that fits our heavy daily workload. The instrument must have capacity to provide monthly Levey-Jennings graphs and be automated monitoring of reagent levels. The analyzer must have bidirectional capability and interface to Vista through Data Innovations. The vendor must provide analyzer preventive maintenance as per manufacturer specifications which includes labor and the non-consumables parts used during the P.M. in order to maintain instruments in good operating conditions. The vendor will provide all upgrades to equipment hardware and operating system software without additional charge. Initial one-day training is provided on site at no charge. Do not send any information unless if qualify or meet all the requirements stated above. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice does not constitute an invitation for bids or a Request for Quotation (RFQ) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. No solicitation package is available. Interested persons may identify their capability to respond to these requirements by Wednesday May 28, 2014 in or before 1500/3:00PM local Puerto Rico Time/Atlantic Standard Time. A determination by the Government not to compete this proposed contract action based on response to this notice is solely within the discretion of the Government in accordance with FAR Part 6. The Government will use the information received to determine whether other sources are available and capable of satisfying this requirement.
