Description
The Department of Veterans Affairs Washington, DC Medical Center (DC VAMC) intends to solicit proposal from contractors in the Metropolitan Washington, DC area to provide Urgent and Emergent Substance Abuse Treatment through Community based Transitional Housing service to Veterans. The DC VAMC is issuing the solicitation June 9, 2014 for this requirement and has a closing date for proposals on July 9, 2014. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Large and small businesses as well as non-profit organizations are welcome to respond; please note credit will be given to Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses having the capacity to provide this service. The NAIC Code for this solicitation is 623220. The goal of the Health Care for Homeless Veterans (HCHV) program is to end homelessness among Veterans by 2015The Veterans Affairs Medical Center seeks to partner with community providers to establish an Urgent and Emergent Substance Abuse Treatment Program: a type of inpatient treatment program with supportive services geared toward stable housing. This program shall serve hard to reach homeless veterans with chronic substance abuse disorder and co-occurring disorder who are on the street or at risk of losing their housing as result of substance use and who are willing to participate in treatment. The DC VAMC screens all Veterans for suitability prior to being referred to the program. The Contractor provides Substance Abuse Treatment with Case Management to move Veterans to stable housing and aftercare. Provide works closely with the DC VAMC Homeless Team in coordinating services for Veterans. Contract will be for a period of one (1) plus four (4) base years. The government will use a best value source selection method under Part 13 of the Federal Acquisition Regulation and anticipates making a fixed price, indefinite delivery / indefinite quantity contracts for this requirement. To be eligible for award, contractors must be registered in the System for Award Management (SAM) database at www.sam.gov. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible, if not already registered. Contractor is required be registered at time of award.
