- Description
- The United States Coast Guard, Office of Contract Operations, Formal Contracts Division III, CG-9123, intends to award a sole source contract under the authority of 10 U.S.C. § 2304(c)(1) Only One Responsible Source and No Other Supplies or Sources will Satisfy Agency Requirements, as implemented by FAR 6.302-1 to Professional Software Consortium (PSC), 65 Madison Avenue, Morristown, NJ 07960, for Web Travel Preparation and Examination System (TPAX) & the Integrated Automated Travel System (IATS) maintenance and support. PSC owns the proprietary rights to the TPAX and IATS software and its code. PSC is the only source authorized to perform maintenance and installation of the software. This action will result in one firm-fixed price contract with a one-year base period of performance from 15 August 2014 through 14 August 2015 and four one-year option periods with an ultimate contract completion date of 14 August 2019. The North American Industry Classification System (NAICS) code for this requirement is 541511 with a Small Business Size Standard of $25.5 million. This notice of intent to award a sole source contract is not a request for competitive proposals. No contracts will be awarded on the basis of responses received to this notice. All written responses must include a written narrative of capability, including technical information demonstrating the ability to meet the requirements. The responses must be sufficient for the Government to establish that the Contractor possesses a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding with a non-competitive procurement to Professional Software Consortium. A determination by the Government to open the requirement to competition based upon responses to this notice is within the discretion of the Government. Affirmative written responses must be received no later than 14 days after publication of this notice. All information in responses to this notification must be submitted by email to tracey.b.harriot@uscg.mil. Contract award is estimated to occur on or before August 8, 2014. The redacted Justification & Approval document will be posted after award in accordance with FAR 6.305(a).
