Description
The Office of the Assistant Secretary for Planning and Evaluation (ASPE) within the Department of Health and Human Services intends to negotiate on a sole source basis with The National Academies of Sciences under the authority of FAR 6.302-1 for the project entitled, "National Research Council/Institute of Medicine Study on Integrating New Behavioral Health Measures into SAMHSA's Data Collection Programs". The Affordable Care Act (ACA) builds upon the Mental Health Parity Addiction Equity Act of 2008 to expand and enhance the level of coverage for behavioral health services in the United States. Under these new laws, insurance providers who offer any behavioral health services must do so at a comparable level with traditional medical surgical benefits. Insurance plans sold in the insurance marketplaces and created under the auspices of the ACA are required to include substance abuse and mental health services are part of a set of essential health benefits. The expansion in coverage will have significant repercussions on the existing system of behavioral health services. New forms of financing for behavioral health services are likely to affect the ways in which providers offer care. Expanded coverage, along with increased awareness of behavioral health problems and options for addressing them, may affect the ways in which people seek care. The U.S. Department of Health and Human Services is interested in expanding the collection of behavioral health data to improve population-based data and inform public policy. Behavioral health measures (noted above) do not currently exist. The proposed contractor, The Committee on National Statistics of The National Academies has extensive experience convening expert committees from a variety of fields to provide objective, credible, and scientific recommendations addressing extremely complex health policy issues, such as the topic of this proposed study. The IOM's selection of experts draws on nationally known experts in the field, with specific consideration of the overall balance of viewpoints on the committee. The Committee on National Statistics is uniquely situated to provide assessments in the areas of behavioral health services, behavioral health outcomes, and public policy. Studies are undertaken by distinguished individuals selected for their extensive expertise and experience in the topic under study. The IOM can secure the participation of experts whom it invites to serve. The National Academies work is made possible by 6,000 of the world's top scientists, engineers, and other professionals who volunteer their time without compensation to serve on committees and participate in activities. No solicitation document is available. All responsible sources that have the requisite qualifications to perform the work described above may submit a statement of capabilities electronically to Jennifer Eskandari at Jennifer.eskandari@psc.hhs.gov. Responses are due by June 6, 2014 by 12:00 pm EST. Responses will not be accepted after the due date. If no capability statements are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating an order with The National Academies of Sciences.
