- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the National Center for Toxicological Research's (NCTR) requirement for one (1) Forensic Microscope System to include installation and on-site training. This is a sources sought to determine the availability and capability of small business manufacturers or small businesses capable of supplying a U.S. made product of a small business manufacturer or producer. The associated North American Industry Classification System (NAICS) Code is‐ 333314 ‐Optical Instrument and Lens Manufacturing; Small Business Size Standard is 500 employees. REQUIREMENTS: The NCTR has a requirement for one (1) completely configured forensic microscope to include shipping, installation and on-site training, for use in analysis, photo-documentation, and confirmation of trace evidence for use in court cases. The system shall include: • LED comparison microscope for transmitted light Bright-Field (BF) and fluorescence. System shall consist of two LED microscopes with Fluorescence Illuminator, integrated color module, micro comparison bridge with operating panel and power supply. • Mechanical stage for biological applications, with ceramic coated plate, 110° rotation, right and left hand handling with bracket and condenser holder. • Object holder for biological applications, for use with mechanical stages for 1 specimen, single hand operation, right and left handed. • Condenser BF, motorized condenser with motorized top lens, automatic Koehler illumination, for objectives 1.25x100x, and for BF and Qualitative Polarization (POL) contrast. • Condenser head. • Lamp housing Light-Emitting Diode (LED) with fixed, pre-centered LED and focusable collector. • PLAN 10x/22 eyepieces. • Suitability for Integrated Modulation Contrast (IMC). • Objectives, 5x/0.15, 10x/0.30, 20x/0.50 and 40x/0.75, PLAN, optimized for fluorescence and for IMC. • Ergo workbench with universal power supply 90V250V 50Hz60Hz, motorized height adjustment with integrated toggle switch or optional food pedal operation, capacity ~ 200 kg. • Analyzer, non-rotatable, for Transmitted Light (TL). • Polarizer for transmitted light, rotatable/swing out, with slot for compensators. • C-mount adapter 0.63x for cameras. • Digital Microscope Camera with digital color camera having Color-Charged Device (CCD) sensor, 8 megapixels, single firewire connector for data and power, camera kit shall include software for camera control and card with 2 Firewire connections, and support WinXP/Win7 and C-mount adapters 0.63x/0.7x. • All-In-Focus imaging, manual focus control, high resolution images. • Central Processing Unit (CPU) with Intel Core 2 Quad Processor, PCI Express 2.0 Graphics Card Windows 7 32Bit or 64Bit USB Keyboard\Mouse combo. • Monitor, LED 22" High-Definition Multimedia Interface (HDMI) • Dust cover. • Installation and on-site training. • A minimum of one (1) year parts and labor warranty. A. Period of Performance Delivery of System, to include installation and on-site training required within ninety (90) calendar days of award. Responses to this sources sought shall unequivocally demonstrate that respondent is regularly engaged in the manufacture and/or sale of same or substantially similar items. Though the target audience is small business manufacturers or small businesses capable of supplying a U.S. made product of a small business manufacturer or producer all interested parties may respond. At a minimum, responses shall include the following: • Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, 8(a), SDB, WOSB, EDWOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; [Provide this same information again for the manufacturer/producer if responding to provide a product manufactured by another firm.] • Three (3) years of past performance information for the manufacture and/or sale of same or substantially similar items, which are or have been used with same or similar equipment for same or similar purposes, to include date of sale, description (should also include technical literature and specifications), dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of the manufacturer (to include DUNS number and size status) if respondent is not the manufacturer/producer; • Descriptive literature, brochures, specifications, marketing material, etc. detailing the nature of the items the responding firm is regularly engaged in manufacturing and/or selling; • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this requirement; • If a large business, identify any existing subcontracting opportunities for small business concerns; • Although this is not a request for quote, informational pricing is encouraged; • The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation. The Government is not responsible for locating or securing any information, not identified in the response.
