- The Missile Defense Agency (MDA), Targets and Countermeasures (TC) Program Office is conducting market research through this Request for Information to determine interest and capability for future Medium Range Ballistic Missile (MRBM) targets capable of flying (1000 to 3000 Kilometers) to include a Modified Ballistic Re-Entry Vehicle (MBRV). The MDA is seeking sources with extensive experience in target vehicle design, development, modeling, assembling, integrating, testing and launching target vehicles. System threshold and objective level performance parameters are identified within a Target System Performance Specification (TSPS). These parameters can be provided to interested industry parties at a classified level. It is desire that the product meet objective level requirements within the TSPS. The target system, however, must meet threshold performance parameters and be ready for testing in 1 st Quarter of Government Fiscal Year 2018. Any responsible source may submit a capability statement (not to exceed ten pages) outlining your ability to provide all of the following requirements for the MRBM with MBRV target: •(1) Design, develop and deliver a MRBM capable of delivering a Modified Ballistic Re-Entry Vehicle to ranges between 1000 and 3000 Kilometers. •(2) Develop flight software including guidance, navigation and control algorithms to meet flight test trajectory and mission profile. Verify the acceptability of the flight software through pre-flight testing and provide the flight software for Government independent verification and validation. •(3) Model and simulate the performance of the target and payload(s) and provide the results of Monte Carlo runs and signatures analyses from initiation of air or ground launch; through boosted flight; to target demise. Provide pre-flight predictions according to a flight test target data deliverables schedule. •(4) Verify and validate the responsiveness and performance of the Avionics using developed flight software in a Hardware-in-the-Loop (HWIL) Facility to provide confidence in the ability to meet the flight test requirements given the Government Furnished Equipment hardware. •(5) Conduct mission simulations using actual flight hardware to verify the performance of the integrated all up round and to generate telemetry tapes for range safety use in mission execution. •(6) Develop the required Universal Documentation System (UDS) inputs for the target in support of flight test and submit to the appropriate range(s) for approval. Develop the Operational Requirements for the target and submit to the appropriate range(s) for approval. Develop the specific target Launch Commit Criteria and Launch Countdown Procedures. •(7) Close out integration operations and provide documentation of close out for mission assurance review and acceptance. •(8) Conduct launch operations on the designated range or aircraft which will include but not limited to Countdown Training Events, Dry Run, Dress Rehearsal and actual mission execution. •(9) Comply with the Missile Defense Agency's Mission Assurance Processes, Range Commanders Council Standard 319-07 and Space and Missile Systems Center Standard 016. Rocket Motor Boosters, re-entry vehicle aeroshells and limited space-rated electronics will be provided if desired as Government Furnished Equipment. The target assets furnished by the Government are in an "as is" condition without any warranty as to its accuracy, completeness, or adequacy. Capability statements must identify all anticipated nonrecurring expenses and include a schedule with the plan demonstrating a capability to deliver the MRBM/MBRV within 24 months of contract award. All capability statements received by the response date will be considered. This is not a request for proposal or quotation. The Government will NOT pay any costs incurred as a result of responding to this announcement. Submissions of capability statements will be separate from, and have no bearing on, submissions in response to any future Request for Proposal, if one is issued. Eligibility to participate in any future acquisition does not depend upon a response to this notice. MDA will not provide feedback on the responses to this notice. Proprietary information is neither sought nor desired by MDA. If proprietary information is submitted, it must clearly be marked "proprietary" on every sheet containing such information and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information contained in their response. The Government may use third party, non-Government (contractor) support personnel as subject matter experts in the review of submissions, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements have been executed between the third party, non-Government (contractor) support personnel and the Government and are on file with the Government. Participation in this effort is strictly voluntary. A submission of a response to this notice constitutes the respondent's acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government (contractor) support personnel. Please note that this is not a request for competitive proposals; however, all responsible sources who believe they can meet the requirements may submit a capability statement demonstrating the ability to provide the requested product and services no later than (NLT) June 5, 2014 at 12:00 PM CST, to Mr. Dakar Shillingford, Contracting Officer, at dakar.shillingford@mda.mil. Classified responses or classified sections of responses should be submitted by the same deadline to Mr. William Rice, Contracting Officer's Representative, at william.rice@mda.smil.mil. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. MDA intends to use responses solely for the purpose of determining whether to conduct a competitive procurement.
