Description
Phase 1 Solicitation of Information Request (SIR); Request for Qualifications 1. Introduction/Purpose The Federal Aviation Administration (FAA), William J. Hughes Technical Center (WJHTC), located in Pomona, NJ has a requirement for construction. The project consists of the provision of a new 12,470v underground electrical distribution system, underground telephone distribution system, sanitary sewer ejector & forced main and secondary facilities modifications to support these utilities including electrical, fire protection, storm sewer, and telecommunications. The performance period is expected to be 280 calendar days, following the issuance of a Notice to Proceed. The price range for this requirement is between $1 million and $5 million. The purpose of this announcement is to pre-qualify potential offerors. To be considered for award of the future Request for Proposal (RFP), offerors must provide the required documents. Responders will be notified of their eligibility to propose on this project. Only those eligible will be invited to the mandatory site visit. Proposals will only be accepted from those that were pre-qualified AND attended the mandatory site visit. 2. Incumbent Contractor (if applicable) There is no incumbent contractor. 3. Nature of Competition The FAA anticipates award of a Firm Fixed Price Contract Mid July to late August. Award of this requirement will be made to the responsible lowest price, technically acceptable offeror. 4. Interested Companies are reminded of the following: (a)The FAA is not seeking or accepting unsolicited proposals; (b)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (c)Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 5. North American Industry Classification System (NAICS) Code The Principal North American Industry Classification System (NAICS) code for this requirement is 221121; Electric Bulk Power Transmission and Control. The size standard for this NAICS code is 500 Employees. 6. Submittal Requirements for Market Survey FACTOR 1: RELEVANT EXPERIENCE AND PAST PERFORMANCE To be qualified for this procurement, the offeror must have successfully completed nine (9) or more projects as described in Factor 1, within the past ten (10) years, and be able to perform with its own workforce not less than 30% of the work indicated for this project, not including the cost of materials and equipment. In response to this Market Survey, the offeror must submit at least nine (9) projects completed within the past ten (10) years that demonstrate the following: The projects must be valued at a minimum of $1.5 million of which at least $1.0 million involved Medium Voltage (15kV) Electrical Utility work and included coordination of other major construction trades including at least three (3) of the types of work in the list below. oSupervisory Control and Data Acquisition (SCADA) for Utility Systems oOutside Plant Telecommunications work oSanitary Sewer and Storm Water work oMechanical (plumbing, HVAC and fire suppression systems) oFire detection and alarm systems In addition, three (3) of the nine (9) projects listed in response to this Market Survey must include SCADA as one of the three additional major construction trades involved in the project. Use the form attached to this announcement as Attachment #4 to submit information about each individual project for Factor 1. A response for all fields on the form, Attachment #4, is required. The form shall be a maximum of two pages for each project. The form is provided as an attachment to this announcement in Word format so that it can be filled out electronically. FACTOR 2: KEY PERSONNEL This Factor considers the experience and competence of the contractor ™s key personnel responsible for the successful management and execution of the contract work. Key personnel shall have performed substantially the same role as proposed for the work under this project for at least three completed projects, at least one of which must be a project submitted under Factor 1, Relevant Experience and Past Performance. Each of the key personnel shall have a minimum of 10 years work experience in their respective roles. The Site Safety and Health Officer (SSHO) shall demonstrate having a sound working knowledge of state and federal occupational safety and health regulations as well as having completed formal education and training in occupational safety and health. The key personnel required are: Field Superintendent Site Safety and Health Officer (SSHO) (May be the same individual as the Field Superintendent) For each key personnel provide a resume which contains at least the following information: Name and title (key personnel position) Current licenses or certificates, if any Educational background and pertinent training (SSHO shall demonstrate having a sound working knowledge of state and federal occupational safety and health regulations as well as having completed formal education and training in occupational safety and health) Years experience with the contractor Total years experience (indicate other relevant work experience) Years experience in the proposed key personnel position (minimum of 10 years experience required) Description of at least three completed projects for which the key personnel performed in substantially the same role as proposed for the work under this project (at least one of which must be a project submitted under Factor 1, Relevant Experience and Past Performance) 3 References (contact name, current address, telephone number and e-mail address (if known)): Each reference must be capable of providing firsthand information to substantiate the satisfactory performance of the key personnel. Each key personnel resume shall be a maximum of two pages. 7. Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Contracting Officer at karen.mercer@faa.gov by no later than 4 PM (EDST) on May 30, 2014. All questions regarding this market survey must be submitted via email to the Contracting Officer. 8. Other (if applicable) A pre-proposal site visit will be scheduled for the end of June. Only those vendors deemed pre-qualified based on the results of this information request will be invited to the site visit. The final SIR will be issued with the invitation to the site visit. Award is anticipated by mid to late August 2014. There will be a 40 week (280 days) period of performance.
