Description
The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract with Paul Ely. The Hydrologic Modeling System (HEC-HMS) currently has no grid-based routing scheme to simulate overland flow and surface soil erosion. This follow on work will provide for the addition of a new 2-D diffusion wave surface routing method and the addition of a grid-based surface soil erosion method to HEC-HMS. The grid-based surface soil erosion capability will be based on the Rangeland Hydrology and Erosion Model (RHEM). The grid-based erosion model requires commensurate surface hydrology capable of calculating the shear stress within each grid cell. The existing ModClark transform method, while grid-based, is only quasi-distributed and cannot compute shear stress. In order to support the development of the new erosion method, a new transform method will be created that can provide the required surface hydraulic information. The new transform method will be based on the 2-D Diffusion Wave Routing method used in the HEC-RAS 2-D solver engine. The previous work effort converted the RHEM source code to the Java language and implemented it as a beta version of RHEM in HEC-HMS. The RHEM code will now be modified to work with the new 2-D Diffusion Wave Routing method. The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, May 29, 2014, that provides sufficient details for consideration by the Government, via email to: Alicia.S.powell@usace.army.mil. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
