- Statement of Work Attachment A & B Request for Quotation Statement of Work The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Law Enforcement, Pacific Islands Division, located in Honolulu, HI. is seeking a contractor to remove existing bottom paint and barrier coat, prepare the hull for new layers of barrier coat and apply new barrier coat, freeboard hull paint, and bottom paint. NOAA intends to issue a fixed price purchase. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This is a simplified acquisition estimated value not to exceed $150,000.00. The entire solicitation is attached. No further solicitation documents will be issued. Interested parties can obtain a copy of the Request for Quotation from this site. Faxed requests can be sent to 808-725-6199, Attn: Bonnie Oshiro. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. All questions must be submitted in writing via Fax or email, no later than 6/3/14, any questions received after that date will not be addressed. The NACIS code for this action is 336611 with a size standard of 1000 number of employees. There is a mandatory site visit on 6/6/14; all appointments must be made by 6/3/14. Vendors must have contractor access to Ford Island, Joint Base Pearl Harbor or must make special arrangements for access prior to their appointment time. The NMFS Office of Law Enforcement Pacific Islands Division requires that all contractors doing business with the Acquisition Office must have a valid Dun & Bradstreet Number (DUNS) and be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/, with an active status, and current Reps and Certs, to be eligible for award. A DUNs number may be acquired free of charge by contacting Dun & Bradstreet on-line at www.dnb.com/eupdate or by phone at (800) 333-0505. All contractors are required to complete online Representations and Certifications https://www.sam.gov/portal/public/SAM/ to be eligible to receive an award.
