- FedBizOpps Presolicitation Announcement Class Code: Z2AZ - Repair or Alteration of Other Administrative Facilities and Service Buildings NAICS Code: 236220 - Commercial and Institutional Building Construction Subject: Job Order Contract (JOC) for Minor Construction Projects Located within the Geographical Boundaries of Little Rock District (SWL) and Southwestern Division (SWD) U.S. Army Corps of Engineers (USACE) Solicitation Number: W9127S-14-R-0012 THIS NOTICE IS PROVIDED FOR INFORMATION ONLY: THIS SYNOPSIS IS ONLY A NOTIFICATION THAT A SOLICITATION IS ANTICIPATED AND FORTHCOMING. The purpose of this acquisition is to provide for a Job Order Contract (JOC) for a variety of minor construction, renovation, maintenance, repair, and alteration of real property and structural and non-structural facilities, in support of civil and military projects located within the boundaries of the Little Rock District (SWL) and Southwestern Division (SWD). The general scope of the contract will be to provide all labor, materials, supplies, parts (to include system components), transportation, plant, supervision, and equipment, except when specified as Government-furnished, required for repair or construct of real property facilities. The contractor shall provide quality assurance as specified in strict accordance with all terms, conditions, special contract requirements, specifications, drawings, attachments, and exhibits to be outlined in the contract requirements and task orders awarded under the contract. The contractor's work and responsibility shall also include all planning, programming, administration, and management necessary to provide repair, construction, and related services as ordered. The contractor shall be responsible for site preparation and cleanup for each task order issued under the contract. Further, the contractor shall provide related services such as preparing and submitting required reports, maintaining record drawings, and performing other administrative work. This solicitation is set-aside for eligible 8(a) concerns with a total estimated contract capacity of $24,000,000.00 which will cover a Base Period of twelve (12) months with up to two (2) Option Periods of twelve (12) months each, for a total not to exceed contract period of thirty-six (36) months. The Government reserves the right to award a contract for a lesser duration than stated herein if it is determined to be in the best interest of the Government. This amount shall cover the duration of the entire contract (Base Period and Options). The proposed contract will be procured in accordance with FAR 15, Negotiated Procurement using the Best Value Trade-Off process. There will be no public bid opening. The Government will evaluate and select for contract award the qualified Offeror whose proposal is determined to be the most beneficial to the Government, with consideration given to both the technical evaluation factors and price. Subsequent task orders will be awarded pursuant to FAR 16.505 - Ordering, and in accordance with the task order terms and conditions including the designated Statement of Work. The Government will post the solicitation and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. Offerors must be registered in System for Award Management (SAM) formerly known as the Central Contractor Registration (CCR) in order to be eligible to receive an award from this solicitation. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.acquisition.gov. If submitting as a joint venture, the joint venture entity must be registered in SAM in order to be eligible to receive an award from this solicitation.
