- Issue Date: 23 May 2014Close Date: 24 June 2014, 1400 EST Objective The objective of this requirement is to obtain high omega-3 / low omega-6 food items for a 4 month quote mark Omega-3 Enhanced Diets for Warfighters quote mark study conducted by the U.S. Army Research Institute of Environmental Medicine (USARIEM). The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a firm-fixed price (FFP) award to the lowest priced technically acceptable vendor who can fulfill all the requirements in the solicitation. The period of performance for this award will be 4 months. The specific food characteristics can be found in the Statement of Need section in the solicitation. Please refer to the attached solicitation W81XWh-14-T-0233. Proposals shall be prepared in accordance with FAR 52.212-1. All proposals shall be evaluated in accordance with FAR 52.212-2. Due to the difficulties in receipt of mail through normal postal services, proposals shall be sent via e-mail to the Point of Contact (POC) for this solicitation, Roman Laterza, at roman.e.laterza.civ@mail.mil. The Offeror is responsible for ensuring receipt by the POC. Questions shall be submitted to the POC; Roman Laterza at roman.e.laterza.civ@mail.mil, no later than 30 May 2014, 1400 EST. Follow-up additional questions will not be accepted after this date. Questions and answers will be provided via an amendment to the solicitation. Proposals are due 24 June 2014, 1400 EST. Proposals shall provide a price for ALL items listed. Your submission should include two separate parts: a Price proposal and a Non-Price proposal consisting of technical and past performance information. The technical information submitted must describe the offeror's capabilities to provide supplies and services provided in the Statement of Need. The supplies and services recommended by the contractor will be evaluated in how they satisfy all of the Minimal Essential Characteristics provided in the Statement of Need in the Solicitation. The Non-Price proposal shall be submitted in MS Word or searchable PDF format. The Price proposal shall be submitted in MS Word or MS Excel 2000 or higher, but not greater than MS Word or MS Excel 2003 format. The firewall utilized by the Government contracting office does not authorize or accept zip files. Contractors shall be aware of the difference between Not Separately Priced (NSP) versus Zero. NSP means the Government is being charged for this service or supply; however it is included in the overall price and not separately priced. Zero means the Government is not being charged for this service or supply; however the Government is still receiving this service or supply for zero dollars.
