Description
WD05-2187Rev-13 QASP Scope of Work Solicitation W912P5-14-T-0059 is a Request for Quotation (RFQ) for Painting and Repair of the MV Kathy Rae. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Motor Vessel Kathy Rae is a riveted steel-hull maintenance workboat with an in-board engine that is approximately 40 feet in length, 12 feet and 4 inches in width, height from keel to deck of 6 feet, has a 3 foot draft, and weighs 37,680 pounds. The vessel is moored at Barkley Lock, Grand Rivers, Kentucky. The contractor shall perform SSPC-SP10, Near White blast (media blasting) of the entire hull, sides, and main deck of the Motor Vessel Kathy Rae. The existing paint on the cabin portion of the vessel will be removed by means that does not pit the aluminum plating. The contractor will perform metal pitting and cracking repairs to the hull, sides, and decking. Upon completion of repairs, apply primer and protective paint to the entire surface of the hull, sides, main deck, and cabin. The complete Scope of Work, Quality Assurance Surveillance Plan (QASP), and Wage Determination are attached to this notice. A field inspection of the vessel prior to submitting a quote is mandatory. The contract resulting from this solicitation will contain one line item, CLIN 0001 for the total project. The NAICS Code for this acquisition is 336611, Ship Building and Repairing. The SBA small business size standard for this NAICS Code is 1,000 employees. This is a Small Business Set-Aside. Offerors must be registered in the System for Award Management (SAM) in order to be awarded a contract. The provision at 52.212-2 Evaluation - Commercial Items applies to this acquisition, and subparagraph (a) of the provision is edited as follows: The significant evaluation factors for this acquisition are (1) price; and (2) technical capability of the contractor to meet the Government requirement; in descending order of importance.
