- Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B125, Mail Stop 1640, Gaithersburg, MD, 20899-1640. The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a maintenance and repair service and software upgrades for a JEOL JXA-8500F Electron Probe Microanalyzer Instrument. After results of this market research are obtained and analyzed and specifications are developed for maintenance service that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. NIST has a need for maintenance and repair service and software upgrades for a JEOL JXA-8500F Electron Probe Microanalyzer Instrument, including a thermal FEG emitter, three 2-diffractor wavelength dispersive spectrometers, and one 4-diffractor wavelength dispersive spectrometer, the integrated water chiller, IR camera and monitor, EDS detector, workstation computer, optical autofocus, battery backup systems, two turbomolecular pumps, and two scroll pumps located at NIST, 100 Bureau Drive, Gaithersburg, MD 20899, that would meet the following requirements: 1. Maintenance and Repair Support Requirements: a. Certified and factory trained JEOL Field Service Engineer, with at least 2 years of experience. b. On-site service visits upon demand and service engineer availability, to be scheduled with 1 business day of notification of malfunction, with a maximum 72 hours response. c. Engineer labor and travel is included for preventative maintenance and on-site repair. d. Two (2) Scheduled Preventative Maintenance visits during a one-year period. e. Factory-certified replacement parts, including emitters, vacuum pumps and controllers, valves, gauges, and operating platform electronics. f. Telephone support must include response within 24 hours of the request to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone. g. A kit containing certain service consumables for JXA-8500 series microprobes h. Software updates and notifications REQUESTED INFORMATION TO BE INCLUDED IN RESPONSES TO THIS NOTICE: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, as those domestic sources having an average annual receipt of $19.0 million or less. Please include your company's size classification in any response to this notice. Companies that provide a certified and factory trained JEOL Field Service Engineer and factory-certified replacement parts for the maintenance and repair service and software upgrades are requested to email a detailed report describing their abilities to kim.stavish@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that provides a certified and factory trained JEOL Field Service Engineer for the maintenance and repair service and software upgrades for the JEOL Instrument for which specifications are provided. 2. Name of company(ies) that are authorized to provide maintenance and repair services and software upgrades for the JEOL Instrument, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of whether the maintenance and repair services and software upgrades for which specifications are sent to kim.stavish@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 4.
