- NASA/LARC plans to issue an Invitation for Bids (IFB) for a construction project entitled Replace Motor Control Centers, Room 109, Building 1250. The work is located at Building 1250, 21 Langley Boulevard, West Area, of the Langley Research Center, Hampton, Virginia. The Contractor shall provide all labor, services, equipment, and materials for the Replacement of Motor Control Centers at Building 1250, as indicated on the drawings and as specified herein. The Contractor shall furnish all plant, equipment, tools, materials, labor, and services necessary for the complete and finished effort. The work consists of removing 2-sets of existing 480 volt Motor Control Centers (MCC), MCC1 and MCC2 located in Room 109. Provide temporary supports for the overhead feeders. Install new MCC1 and a new split section panel board in same location as the existing MCCs. Reconnect existing cables and control wires. (See Attached Draft Requirement Documents) The order of magnitude for the procurement is $100,000 to $250,000 and the effort shall be completed within 270 calendar days after notice to proceed. This procurement is a total HUBZone set-aside. The NAICS Code and small business size standard for this procurement are 238210 Electrical Contractors and Other Wiring Installation Contractors and $14M, respectively. The anticipated release date of the IFB is on or about June 10, 2014 with an anticipated offer closing date of on or about July 10, 2014. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the NASA Acquisition Internet Service (NAIS). All responsible sources may submit a bid which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.na sa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.A site visit will be scheduled on or about June 18, 2014, further instructions will be provided in the IFB.
