Description
In accordance with FAR 6.302-1, only one responsible source and not other supplies or services will satisfy the agency requirements, the USDA Forest Service intends to award a sole source purchase order to MALA Geoscience USA, Inc. for RAMAC TM /GPR System RTA Antenna sets. No award will be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The intent of this Special Notice is for informational purpose only. However, all information received within 10 working days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Any questions, POC: David Easter, Purchasing Agent, USDA Forest Service, NRS, 1992 Folwell Ave, St Paul, MN 55108 e-mail dceaster@fs.fed.us Certification Requirements: The Professional Explorer GPR system includes a state-of-the-art control unit and XV11 monitor, however the uniqueness of this system relates to the in-line, all-in-one, antenna design, which provides improved performance for deeper penetration. The antenna consist in a flexible "snake" like design that allows for the antenna to be maneuvered easily through the densest or most uneven of terrain without affecting ground contact, and therefore provides optimum results in the most difficult environments. As a result, the RTA antennas are completely unique and one of a kind as is the overall Professional Explorer GPR system. Although other GPR manufacturers supply a wide variety of GPR technology including the most traditional shielded and unshielded antennas, no other supplier provides anything close to the design and versatility of the Mala RTAs. Since the primary purpose of purchasing a GPR unit includes remote terrains of difficult access, only the RTA antennas by Mala will provide the requirements needed to ensure data quality in such environments.
