- The Social Security Administration intends to modify contract SS00-10-60080 with Iron Mountain Information Management, Inc. of Ashburn, Virginia on a sole source basis to add transportation services to the existing contract for a period of up to 6 months. The purpose of this contract is to provide off-site data storage and disaster recovery. SSA is currently in the process of building an additional data center, which is anticipated to be complete during the next and last final option period of this contract. It will be necessary to provide transportation services for pick-up and delivery of media to and from this site for up to the last 6 months of the option year. As the existing contractor, Iron Mountain is in a unique position to provide these services. The last and final option period of this contract is from 8/1/2014-7/31/2015. During this option period, it is SSA's intent to compete a new contract, which will include transportation services that support the new data center. However, as mentioned, it will be necessary to provide support to this site during the final option year. As the ultimate goal of this contract is disaster recovery efforts, having more than one contractor handling media would place the agency at great risk of not being able to retrieve time sensitive data during a disaster. Additionally, Iron Mountain is currently providing all data storage services, which will not change, adding further confusion and risk if another contractor were to perform the transportation services only for the short period of time during this transition phase to and from the new site. As the existing contractor for both transportation services and offsite data storage, Iron Mountain is in a unique position to provide these services. This procurement is being made under the authority of FAR 6.302-1 (41 U.S.C.3304(a)(1)) "Only one responsible source and no other supplies or services will satisfy agency requirements." This is not a formal solicitation. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the procurement will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
