Description
NASA/AFRC (formerly DFRC) in-conjunction with NASA Ames Research Center (ARC) has a requirement for SOFIA Aircraft Modification and Mission Systems Technical Support. The requirement is to provide transitory engineering and technical support to enable the orderly transition from the developmental phase to the sustaining engineering phase of the program. Technical support tasks will include the following: Transfer of knowledge of the SOFIA Mission Control and Communication Subsystem (MCCS), Platform Interface System (PIS), and Telescope Assembly Image Processing Subsystem (TAIPS) software code; and temporary continued engineering support for the immediate serviceability (and limited development of new capabilities and upgrades) for the PIS and TAIPS software code. Upon completion of the knowledge transfer and engineering services transition, NASA/AFRC and NASA/ARC intend to perform the sustaining engineering phase of the program in-house. NASA/AFRC intends to acquire the services directly from L-3 Communications Integrated Systems, Waco, Texas (i.e. the SOFIA platform developer). Authority for this action is Federal Acquisition Regulation (FAR) 6.302-1(a)(2), which implements the Statutory Authority from 10 U.S.C. 2304(c)(1), for the acquisition of supplies and services from only one responsible source and no other type of supplies or services will satisfy agency requirements. Due to the specific technical nature of the requirement, award to any other service provider would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Additionally, the time required for any other service provider to gain the required technical understanding of the SOFIA related hardware systems and software code would result in unacceptable schedule delays in fulfilling the agencys requirements. The award of the contemplated contract will be subject to the availability of funds for Government Fiscal Year (FY) 2015. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. PST time on June 16, 2014. Such capabilities/qualifications will be considered solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
