Combined Synopsis/Solicitation Number: D14PS00506 Title: Polar Bear-Human Information Management System (PBHIMS) Technical Support Agency Contact Information: Department of the Interior United States Fish and Wildlife Service (USFWS) Region 7 Contracting 1011 E Tudor Rd STE 171 Anchorage, AK, 99503 Randall Miller, Contract Specialist Randall_miller@fws.gov (907) 786-3466 Place of Performance: 1011 E Tudor Rd Anchorage, AK, 99503 Period of Performance: The period of performance (POP) for this effort will be from Base: Time of award through May, 2015, with 4 additional option years. Type of Contract: The Government intends to issue a fixed price purchase order for this service. Description of Requirement: The work being requested involves implementation and modification of the existing PBHIMS (Polar Bear-Human Information Management System) for use by the USFWS and the other polar bear Range States (Canada, Greenland, Norway, and Russia). Accurate assessment of human-bear interactions is critical for the management and conservation of polar bears in Alaska and throughout the world. Past experience managing and summarizing human- polar bear interaction data for multiple countries, including the USA, Russia, Canada, Norway, and Denmark is required. This includes the ability to read and understand the scientific and technical terminology inherent in those data. This combined synopsis/solicitation is being processed in accordance with FAR Part 5.2 Synopses of Proposed Contract Actions, FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Set Aside: This requirement is being 100% set aside for small businesses. The NAICS Code for this acquisition is 541690 Other Scientific and Technical Consulting Services with a size standard of $14.0M Submission of Quote: Quotes shall be emailed to randall_miller@fws.gov, on or before the closing date of this solicitation. Please be advised it is the Offeror's responsibility to assure the Government receives your submission on or before the specified due date. Questions: If you have any questions regarding this requirement, please submit your inquiries via email to randall_miller@fws.gov INSTRUCTION FOR QUOTE PREPARATION: 1. This section provides general guidance for preparing a quote and specific instructions on the format and content of the quote. The Offerors quote must include all data and information requested and submitted in accordance with these instructions. The Offeror shall be in compliance with the requirements as stated in the SOW and this RFQ letter. Non-conformance with the instructions provided may result in an unfavorable quote evaluation. 2. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Governments requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. The Offeror shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's quote. 3. All prospective Offerors wishing to reply to this RFQ shall respond in the following format: The quote shall be organized in four separate volumes: (I) General Vendor Information; (II) Technical Quote; (III) Price; and (IV) Assumptions, Conditions, Exceptions. The Technical Quote should contain three sections: Management Technical Approach/Capabilities, Personnel/Experience, and Past Performance. The Offeror shall not include pricing information in its Technical Quote. Volume I. General Vendor Information: This volume shall include a one page cover sheet. This cover sheet shall include the information listed below: a. Name of Vendor b. Address c. City, State, Zip d. Data Universal Numbering System (DUNS) Number e. Taxpayer Identification Number (TIN) f. Point of Contact g. Telephone Number h. Facsimile Number i. Electronic Mail Address j. Quotation Number and title k. Date/Expiration of Quotation l. Acknowledgment that offeror has a current and active SAM registration (www.sam.gov ) Any introductory language which describes the nature of the vendor, its history, its achievements, or its areas of specialization may be included in this section. Volume II. Technical Quote In order to be considered for contract award, prospective contractors must demonstrate that they possess the necessary requirements and skills to perform. All interested parties must submit, in writing, a quote to the undersigned Contracting Officer and must be received per instructions provided in the solicitation. Quotes may be sent by e-mail (preferred), or US Mail. The US Department of the Interior takes no responsibility for quotes delivered after the deadline. Failure to have your quote delivered by the time and date specified may result in your quote being rejected. Quotes must address the following: 1.Experience developing, managing, and documenting complex relational databases for the collection, storage, reduction, and presentation of multinational natural resource data. 2.Experience managing and summarizing human- polar bear interaction data for multiple countries, including the USA, Russia, Canada, Norway, and Denmark. This includes the ability to read and understand the scientific and technical terminology inherent in those data. 3.Advanced MS Access 2000, 2003, 2007, 2010, and 2013 split database development including forms design, VBA coding, and Windows 32 and 64-bit API programming. 4.Expertise in design and development of change management and tracking systems for MS Access databases. 5.Experience developing and maintaining data input validation systems for complex interrelated attributes across multiple MS Access tables. 6.Experience in applying advanced MS Access VBA debugging techniques. 7.Experience in writing clear, concise, and accurate software documentation for users and administrators. 8.Experience developing context-sensitive help systems for MS Access databases. 9.Expertise in automation of MS Office software (Word and Excel) using MS Access VBA code and macros. 10.Familiarity with methods for extracting and processing information from PDF forms. 11.Experience in converting applications designed for previous versions of Access to current Access best practices. 12.Experience in SharePoint site development and maintenance, including maintaining user group permissions to accommodate changing access policies. 13.Experience programming interoperability of Access databases and Google Earth for automated coordinate retrieval and display. Volume III. Pricing Quote: Pricing Evaluation: Quotes will be evaluated based on Lowest Price Technically Acceptable. In order to be technically acceptable, the Offeror must outline and address how they will meet all of the contractor requirements noted. The Offerors price quote shall show unit pricing and overall pricing based on government estimates for level of effort on each item and overall price for base and option years. The estimated hours are to be used as an estimate of hours to be required and for evaluation of offers. The estimated number of hours are not a guarantee of work levels under a resulting contract. Volume IV. Assumptions, Conditions, or Exceptions: The Offeror must submit, under separate cover (Vol IV), all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of the SOW. If not noted in this section of your quote, it will be assumed that the Offeror proposes no assumptions for award, and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the Offeror's quote.
