- Draft PWS for CE14 The U.S. Department of Education (the Department), Office of the Secretary (OS) plans to issue a sole source solicitation to the American Institute for Research in the Behavioral Sciences (AIR). The services to be performed include providing assessment tools and digital resources targeted towards leaders across the nation as they support teachers in their transition to using digital devices, online professional learning, and standards-aligned digital learning content. CE14 will further field test the implementation of promising digital professional learning practices with a sample of Title IIA grantees. In the interest of economy and efficiency, the new work is a logical follow-on to a previously-competed award. This notice of intent is not a request for competitive quotes and no solicitation document is available for distribution. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer via email by the closing date of this announcement. Responses shall not exceed 5 pages and will be considered. However, a determination by the Department not to compete the proposed procurement based upon responses received to this notices is solely within the discretion of the Government. If no responses are received, the Department will proceed with the issuance of a sole source solicitation for this requirement to AIR. The procurement will be awarded in accordance with FAR Part 12 and Part 15 against North American Industry Classification System (NAICS) 611710 Educational Support Services. A 12-month, time and materials-type contract with one 18-month option period is planned. A draft copy of the Performance Work Statement is attached. This is a draft document and the Department reserves the right to make edits to this document prior to solicitation.
