Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified interested sources may submit capability statements for consideration. Capability statements received will be reviewed to determine the capability of offerors in performing this type of work. The capability statements will be used to assist the Contracting Officer in developing the procurement strategy, in particular, if a certain socio-economic set-aside strategy is warranted. The Government DOES NOT intend to award a contract on the basis of this sources sought or otherwise pay for the information solicited. The North American Industry Classification System (NAICS) Code for this acquisition is 541511, Custom Computer Programming Services. The small business size standard for NAICS Code 541511 is $25.5 million. The Mission and Installation Contracting Command-Fort Hood (MICC-FH) has a requirement for Digital Asset Management System (DAMS) Logistical Support (Field Service Representative (FSR)). The Field Service Representative (FSR) shall provide onsite system administration and operational support for registered DAMS users (52 times per year). The FSR shall train users on the overall use and functionality of the system and its components; perform system technology refresh updates; troubleshoot and resolve hardware or software interoperability issues; communicate with the contractor's home office's in-house support staff to resolve any on-site issues with hardware or software; perform on-site repairs related to third party hardware or software that is part of the DAMS; provide technical advice to the COR and DAMS users on all aspects of the system; assure continued up-time of all system functionalities; install and configure system upgrades; and periodically perform quality control testing for all hardware and software components. In performing required services, the Contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. The Airborne and Special Operations Test Directorate (ABNSOTD) plans, conducts, and reports on operational tests and field experiments involving airborne equipment, procedures, and systems; including aircraft, aerial delivery and transportation items used for air movement in high performance, fixed wing and rotary wing aircraft from all services of the U.S. military; and material, procedures, and training related to Special Operations Forces. The ABNSOTD plans, conducts, and reports the results of operational tests, limited user tests, special studies, air drop certification, commercial equipment evaluations, and customer tests. The ABNSOTD is the U.S. Army Operational Test Command agent for all test requirements related to static line parachute, military free fall, cargo airdrop, low altitude parachute extraction, external air transport, and internal air transport of cargo in all U.S. Military aircraft. ABNSOTD operates a Digital Asset Management System (DAMS) which is used to archive test data including video and still photographs. The DAMS is located on Fort Bragg, NC. The video/still photograph ingestion stations are located at the ABNSOTD Instrumentation building on Pope Army Airfield. The capability statement (not to exceed 5 pages) shall demonstrate the company's capability describing previous recent and relevant procurements performed of similar size and complexity to provide DAMS FSR. Additionally, all responses to this sources sought shall include company name, address, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Also, interested sources are requested to provide in their capability statement a description of their capability and expertise to perform the services outlined in this announcement.
