- This notification is to change information given in the previous notice. The National Cemetery Administration (NCA) is still looking for Raise and Realignment Services at Ft Sam Houston National Cemetery located at 1520 Harry Wurzbach Road, San Antonio, TX 78209. However, the Contracting Officer is now Katherine Iacovelli and all questions should be emailed to her at Katherine.Iacovelli@va.gov. There is no bid guarantee. The NAICS is now 238110 with a size standard of $14M. The evaluation criterion includes Past Performance, Technical Capability, Technical Excellence, Program Management, Personnel Management and Price. The relative order of importance of the evaluation criteria is as follows: Past performance will be the most important factor and will be more important than the remaining non-price factors of Technical Capability, Technical Excellence, Program Management, and Personnel Management which are all of equal importance. Non-price factors are each more important than price. Solicitation documents will be available electronically on or about May 30, 2014, at www.fbo.gov. There is only one organized site visit. It is mandatory for you attend if you are planning on submitting a bid. NO OTHER SITE VISITS WILL BE HELD. Be sure to sign in as those names will be compared with the names on the submitted proposals. Any proposals submitted by vendors not attending the site visit, will be rejected as non-responsive. The site visit is scheduled for Tuesday June 10 at 9am CT. Upon review of the solicitation documents prospective offerors are encouraged to provide questions or comments in writing to the Contracting Officer. The deadline for receipt of questions is 6/20/2014. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all required documentation in the formats required may result in your submission being determined non-responsive and removed from further consideration.
