Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106-1 with FedMedical, Inc., 301 Oakbrook Ln, Ste 395, Summerville, SC 29485-7539, as the only responsible source that can provide FedMedical FMI302-CNX Dual Head Ceiling Lights. This acquisition is being conducted In accordance with FAR 13.106, only one responsible source. Provisions and clauses in effect through Federal Acquisition Circular 2005-73 are incorporated. The U.S. Navy has a requirement for four (4) FedMedical FMI302-CNX Dual Head Ceiling Lights. Units shall meet the following essential characteristics:shall be a shipboard, ceiling mounted, dual head, fixed focus medical examination/procedure halogen based light system; have two independent light arms with associated light head; have a minimum luminance of 50,000 Lux per light head at 1 meter; have a correlated color temperature within 15% of 4500 Kelvin; have a bulb life expectancy of at least 2000 hours; have a bulb that allows for easy replacement without the need for specialty tools; have a minimum of 90 degrees of rotation about the vertical support of the light head; have a minimum 150 degrees of rotation about the extension arm; have a minimum of 60 degrees of rotation about the yoke; have a sufficient range of motion to cover a standard table of 6 feet 5 inches in length; have a shipboard ceiling mounting system that will allow for installation of the light system in spaces where ceiling heights may vary from 81 to 96 inches; include a procedure for field adjustment of the ceiling extension tube length to accommodate for varying ceiling heights; have a method of securing the light in a fixed position for heavy sea conditions; be able to operate on 120VAC, 60Hz, 15 Amp; be equipped with Dorn electrical connectors in compliance with MIL-R-2726/50C (SH); have light heads and extension arms compatible with FedMedical FMI-301CNX lights already installed on the ship for interchangeablity of parts and assemblies; meet shock test standards for Shock Grade A, Class I or Class II, Type A testing in compliance with MIL-S-901D. Items being purchased in this acquisition: FMI 302CNX DUAL HEAD BDS LIGHT OPTFY10, Cat# FMI-302CNX, Qty 4 ea Operator and Service Manuals, Qty 4 ea This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 339113 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor for providing Dual Head Ceiling Lights is FedMedical, Inc.
