Description

PRE-SOLICITATION NOTICE Solicitation VA69D-14-B-1037 Project 676-14-108 Integrate & Improve Utility Meters Tomah VAMC in Tomah, WI This project includes the integration of all new and existing meters into the Building Automation System (BAS) including summations, trending, and reporting to Energy Star Portfolio Manager. Construction Requirements As defined in the drawings and specifications. 1.The contractor shall provide all labor, materials, equipment, tools, and supervision necessary to complete project 676-14-108 in accordance with contract documents. Work includes, but is not limited to the installation of electric, steam, chilled water, hot water, and natural gas for metering energy and water usage. 2.All work shall be done in accordance with attached drawings and specifications. 3.Normal working hours are defined as 7:00 am - 4:30 pm. Any work outside of normal working hours will be coordinated with the COR. 4.A project schedule will be submitted prior to beginning work. 5.Submittals are required. 6.All outages/shutdowns will occur outside of normal working hours unless specifically approved by the COR. All shutdowns must be coordinated with the COR two weeks in advance. 7.All work will be completed to minimize downtime. This project shall be completed within 180 calendar days of NTP. Estimated Construction Magnitude Price Range: $250,000 - $500,000 The solicitation, specifications and drawings will be posted on FedBizOpps - https://www.fbo.gov/. There will be a pre-bid conference/site walk-through held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business firms. The solicitation will be issued on or about 10 June 2014 whereby the bid opening will be scheduled to be held APPROXIMATELY thirty (30) calendar days AFTER the FULL SOLICITATION package is posted to https://www.fbo.gov/. The bidder shall be responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation. Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Business construction firms. The North American Industry Classification Code (NAICS) for this procurement is 236220 Construction Contractors; size standard $33.5 Million applies. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. In accordance with FAR 52.204-7, Required Central Contractor Registration, SDVOSB firms also must be registered in the Central Contractor Registration (CCR) via the Federal System for Award Management (SAM) to be eligible to receive an award (reference https://www.sam.gov.)
