AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0040149062 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-73. The associated North American Industrial Classification System (NAICS) code for this procurement is 325320 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-05-28 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Ada, OK 74820 The Bureau of Indian Affairs requires the following items, Brand Name or Equal, to the following: LI 001: GrazonNext HL is the brand name. The equal to item must have the approximate chemical ratios: Active Ingredients: Dimethylamine Salt of (2,4, Dichlorophenoxy) acetic acid 41.26%, Aminopyralid Trilsopropanolamine Salt 8.24%, Propylene Glycol 5.0% other ingredients 45.5% =total 100.00%----- GrazonNext HL comes in 2 gallon containers. A total of 200 gallons containers needed. The Government reserves the right to accept a variance (+/-) up to 10% of each quantity due to the funding availablity., 200, containers; LI 002: 2, 4-D is the brand name. The equal to item must have the approximate chemical ratios: Active Ingredients: Dimethylamine salt of 2,4-D-Dichlorophenoxyacetic acid--46.3%, Inert ingredients: 53.7% =total 100.00%----2,4-D-Dichlorophenoxyacetic Acid Equivalant 38.4%=3.8lbs/gal Isomer Specific by AOAC Method. 2,4-D comes in 2.5 gallon containers. A total of 100 gallon containers needed. The Government reserves the right to accept a variance (+/-) up to 10% of each quantity due to the funding availability., 100, containers; LI 003: Remedy Ultra is the brand name. Cimarron Max comes in 5 gallon containers. A total 10 containers a total of 50 gallons needed. The Government reserves the right to accept a variance (+/-) up to 10% of each quantity due to the funding avaialiability., 10, containers; LI 005: Pastora is the brand name. The equal to item must have the approximate chemical ratios: Active Ingredients: Nicosulfuron 2(4,6-dimethoxpyrimidin-2-yl) aminocarbonyl, aminosulfonyl, N, N-dimethyl-3 -pyridinecarboxamide, Metsulfuron Methyl 56.2%, Methyl 2- (4-methoxy-6-methyl-1,3,5-triazin-2yl, amino, carbonyl, amino, sulfonyl, benzoatee 15%, Inert Ingredients 28.8%= total 100%- Pastora comes in 20 oz. A total of 100 ounces needed would make a total of 5 (20 ounce Pastora). The Government reserves the right to accept a variance (+/-) up to 10% of each quantity due to the funding availability., 5, containers; LI 006: Gyphosate is the brand name. The equal to item must have approximate chemical ratios: Active Ingredients: Glyphosate, N-(phosphonomethyl) glycine, in the form of its isopropylamine salt 41.0%, Isopropylamine salt 59.0%, other ingredients 59.0% =total 100.00%. Gylphosate comes in 2.5 gallon containers. A total of 25(2.5 gallon containers) are needed. The Goverment reserves the right to accept a variance (+/-) up to 10% of each quantity due to the funding availability., 25, containers; LI 007: Surfactant, 90%,is the brand name. The equal to item must have the approximate chemical ratios: Alkylpolyoxethylene and derivatives and humectant 90.0%, other ingredients: 10.0% =total 100.0%. Surfactant comes in 2.5 gallon containers. A total of 100 (2.5 gallon containers) are needed. The Government reserves the right to accept a variance (+/-) up to 10% of each quantity due to the funding availability., 100, containers; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Indian Affairs intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Indian Affairs is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
