Description
Amendment 02: Any interested party should evaluate whether their system can engage a BMP-3 and incapacitate the personnel within, a single shot. An interested party should provide the published UNCLASSIFIED Rolled Homogeneous Armor (RHA) penetration capability for their system. Amendment 01: The purpose of this amendment is to extend the response date to market survey W15QKN-14-X-1285 one week from 27 May 2014 to no later than 3PM on 3 June 2014. Original Post: The U.S. Army Program Manager for Close Combat Systems (PM CCS) in conjunction with the U.S. Army Research, Developmental, and Engineering Command - Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, New Jersey, is seeking sources for the M136A1, 84mm anti-tank confined space disposable weapon system. The M136A1 will provide the U.S. Army with the capability to defeat medium (e.g. BMP-3) armored targets encountered in urban combat environments. The capability of the M136A1 to be safely fired from confined (or enclosed) spaces will provide field Commanders and Warfighters with an effective capability that will increase mobility, flexibility in the application of force and lethality by significantly increasing engagement locations while limiting exposure to gunners. The system shall not exceed 20lbs, must be simple to operate, and single man portable providing the capability to engage targets from enclosures at 15 to 300 meters. The M136A1 shall contain energetics that demonstrate Insensitive Munition (IM) compliance. The U.S. Army intends to procure approximately 1300 M136A1 weapon systems for use in urban warfare. All interested parties having a M136A1 weapon system which is capable of meeting the requirements listed above will be considered. Please include the following information in your response: (a) Warhead description, including Fuzing; (b) Relevant Test Data, including performance against BMP-3 targets; (d) Production Status (including Warhead and Fuzing), (e) Detailed System Description; (f) Rough Order of Magnitude; (g) Delivery Time. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The Government will not be liable for any costs involved for submission of information in response to this notice. All responses to this market survey are required to be in English and be prepared in MS Word or PDF format. At a minimum, responses shall include: a brief summary of the company's capabilities including, but not limited to, description of facilities, personnel, past production experience, whether or not the items are commercially available, non-developmental, commercially available off-the-shelf (COTS), or non-commercially available. Responses should also include identification of a corporate point of contact, phone number, email address, website (if available), business size (and any socio-economic considerations), NAICS code, Cage Code, and DUNS number. Interested source should submit the requested information no later than 3 p.m. EST, on 27 May 2014. Email submittals must be restricted to a maximum file size of 8MB and should be in MSWord or PDF format. Responses shall be submitted by e-mail to sean.p.kelly168.civ@mail.mil.
